Job Description

Quantech Services is seeking an experienced Security Manager to join our corporate team in Chantilly, VA. This hybrid position-Corporate Security Manager/Program Security Officer-will manage all security aspects for our Chantilly office, supporting employees and customers on numerous Government contracts. The ideal candidate is a seasoned security professional with proven expertise in the Intelligence Community (primarily the NRO) and Department of Defense (DOD) security operations and compliance.

* In addition to day-to-day operations, the successful candidate will serve as the Corporate Liaison for an active SCIF expansion project. This role requires an individual who can navigate the NRO organizational landscape to ensure the facility meets final accreditation milestones over the next four months.

Job Duties

PROGRAM SECURITY




  • Provide day-to-day security advice and guidance to PM/Director, Government, and other Contractors concerning personnel security, facility security, operations security, and communications and information systems security.



  • Serve as the primary contact point for Government security officials regarding program security issues.



  • Write, review, and/or evaluate security proposals for contract bids and work with Director/PM for submittal to Government and updating plans (i.e., OPSEC Plans, Program Protection Plans, Classification Guides, DD254's, Security approvals, etc.).



  • Monitor adherence to Intelligence Community Directive (ICD) 705 regulations, to include requirements pertaining to Co-Use agreements, NRO Directives, NISPOM, and SAP guidelines.



  • Assist in the development of security policies, Standard Operating Procedures (SOPs), and implementation procedures.



  • Conduct security awareness briefings and training sessions for personnel involved in the classified program.




PERSONNEL SECURITY




  • Provide security support for passing, verifying, and receiving clearances, confirming SCI security eligibility, and processing visitor requests/NRO Badges.



  • Support personnel in-processing and out-processing transactions; conduct security in-briefings and de-briefings.



  • Manage employee security clearance applications and ensure proper access levels.



  • Investigate and document security violations/incidents, providing recommendations for corrective actions.




PHYSICAL/FACILITY SECURITY




  • Serve as the Owner's Representative for the current SCIF buildout, coordinating efforts between building management, our security consultants, and NRO Program Technical Security Officers (PTCOs).



  • Maintain active communication with Government PTCOs to provide project status updates and ensure the construction and documentation remain on track for the final accreditation walkthrough.



  • Apply a working knowledge of ICD 705 requirements to verify that the final four months of construction align with both mission needs and government security expectations.



  • Provide SCIF administrative and access management duties and provide physical security protection and management including Government SCIF inspections etc.



  • Monitor the implementation of Government security requirements for Industry facilities accreditation and information systems certification and accreditation.



  • Prepare for, conduct and document facility self & annual inspections; complete and update the Government Integrated Security Assessment Program (ISAP) and SCIF Fixed Facility Checklist (FFC).



  • Oversee the access control systems and intrusion detections systems and respond to after-hours alarms and emergency conditions, as needed.



  • Assist in submitting Co-Use Agreements and Joint-Use Agreements.




INFOSEC/COMSEC




  • Track all communications/information technology equipment and property in the Chantilly office and manage destruction/disposal per Government guidance.



  • Assist with procurement, inventory control, and destruction of cryptographic material utilized by the NRO.



  • Administer and provide security classification guidance and perform document and classification reviews.



  • Support Director/PM with IT/tasks and work with System Administrative and Network Engineers.



  • Ad hoc tasks as required by PM/Director includes move management, SCIF management, IT support and general office duties.

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines.

Physical Demands This is largely a sedentary role mostly sitting; however, some filing may be required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.

Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.

Job Requirements

Education: * Bachelor's degree or equivalent relevant experience.

Clearance: * Active TS/SCI clearance w/a CI polygraph.

Experience: * At least 10 years demonstrated security experience in one or more security disciplines (Program Protection, OPSEC, COMSEC, Physical Security, etc.).




  • At least 3 years experience supporting the NRO and/or other IC members.



  • Demonstrated experience with ICD 705 regulations, Co-Use agreements, NRO Directives, and NISPOM.



  • Liaison & Oversight: Demonstrated experience acting as a Corporate Liaison or "Owner's Representative" for active SCIF construction projects; coordinating with building management (e.g., COPT), technical consultants, and Government PTCOs.



  • NRO OrganizationNavigation: Proven ability to leverage an established professional network within the NRO (specifically OS&CI) to identify the correct POCsfor technical security questions and final accreditation approvals.



  • Demonstrated experience working in an environment with compartmented programs or Special Access Programs (SAPs).



  • Demonstrated knowledge of security specific systems (DISS, Scattered Castles, VRBS, APICS).



  • Strong interpersonal and communication skills with the ability to work independently or collaboratively.




Desired Skill Set:




  • Experience both 1) directly supporting a Government customer and 2) working on the indirect security staff of a contractor supporting the Government.



  • SCIF Accreditation: Experience leading a facility through the final stages of a buildout, including the preparation of the final FFC package and the formal Government Pre-Accreditation Inspection.
