Job Title: OSP Compliance Tech I

Location(s): Phoenix, AZ

Role Summary
The OSP Compliance Technician I is an entry-level field role responsible for inspecting and documenting aerial and underground telecommunications infrastructure to ensure compliance with company standards and applicable safety/regulatory codes. This position supports compliance programs by identifying basic infractions, assisting with corrective actions, and maintaining accurate records in asset management systems.

Key Responsibilities

  • Performs routine inspections of outside plant (OSP) facilities (aerial and underground) based on established schedules.
  • Identifies and documents compliance issues such as clearance violations, grounding/bonding deficiencies, and construction standard deviations.
  • Assigns basic severity levels to infractions under guidance from senior technicians or supervisors.
  • Enters inspection findings, updates, and asset data into compliance and mapping systems.
  • Assists with quality control (QC) of contractor and vendor work to ensure adherence to construction and safety standards.
  • Supports locate activities by verifying and marking underground cable locations to prevent damage during excavation.
  • Reviews and verifies as-built documentation and assists in maintaining accurate system maps.
  • Coordinates with construction crews, locate vendors, and internal teams for follow-up on compliance issues.
  • May assist in issuing minor corrective work orders and tracking completion status.
  • Follows all company safety policies and ensures work is performed in compliance with applicable standards and regulations.
Required Qualifications
  • High school diploma or GED or equivalent work experience.
  • 0-1 year of experience in telecommunications, construction, utilities, or field operations.
  • Basic understanding of aerial and underground telecom infrastructure (HFC, fiber, or copper).
  • Ability to read and interpret utility maps, prints, and simple construction diagrams.
  • Basic computer skills, including Microsoft Office and data entry systems.
  • Valid driver's license with acceptable driving record.
  • Ability to work outdoors for extended periods, including walking long distances and navigating uneven terrain.
Preferred Qualifications
  • 1-2 years of experience in OSP construction, field operations, or cable installation.
  • Familiarity with basic construction standards and safety codes (e.g., NESC or local equivalents).
  • Exposure to GIS or asset management systems.
  • Basic knowledge of locate procedures and underground utility marking.
Scope & Level Expectations
  • Works under close supervision or guidance.
  • Handles routine inspections and straightforward compliance issues.
  • Escalates complex violations or safety concerns to senior technicians.
  • Limited decision-making authority; primarily focused on data collection, documentation, and support tasks.
