Position Description:

Serve as a key member of the Corporate Contracts team in direct support of Company goals and objectives; through management of all elements of the contracting function. Proposal development including negotiation and administration of contracts through completion. Assures process and procedure compliance with company, federal, and legal requirements.

We offer a hybrid schedule (in-office & remote/work from home) or an onsite schedule and flexible hours. Candidates will need to reside near Charleston, SC to ensure work site flexibility.

**The grade, title and salary for this position will be determined once an assessment is completed on the selected candidates education, experience, and skills (level assigned will be as either a Contracts Manager or Contracts Manager II).**

Essential Functions

  • Administers, negotiates and monitors various types of contracts, i.e. level of effort cost reimbursement type contracts (CPFF, CPAF, etc.); time and materials (T&M); indefinite delivery indefinite quantity (IDIQ); firm fixed price (FFP); and Other Transactions.
  • With oversight from a CP Division Lead, responsible for managing cradle to grave contracting of one large program or multiple program(s).
  • Understands ATI financial objectives and contributes to metric improvement programs.
  • Ensures execution of all cost analysis are accurate and complete under the program(s) managed.
  • Understands program track times and contributes to metric improvement for programs in which CP is responsible for.
  • Leads in the preparation of cost proposals.
  • Works closely with customers, program team and subcontractors, regarding funding and budgetary issues for each program.
  • Understands complexities of various contracts and subcontract agreements.
  • Serves as primary interface with Government Acquisition Office and provides customer service, offers solutions to Government challenges.
  • Solves contractual and program related issues and offers solutions to subcontractors and Government.
  • Participates in division wide initiatives to strengthen the depth and breadth of CP knowledge.
  • Negotiates base terms and conditions with subcontractors as well as special provisions within subawards.
  • Monitors contract budgets and supports budget formations. Manages contracts prime close-outs.
  • Negotiates and issues contract modifications.
  • Plans and conducts program and contract process improvement meetings and plays an active role in suggesting improvements
  • Serves as a supervisor, plans and assigns work to team based on the complexity of the assignment, current workload, and the junior associate's capabilities.
  • Has strong relationship with Government Acquisition and Government Program Manages and provides customer service and offers suggestions on process improvements.
  • Takes initiative and follows through in process improvements within the Division and offers expertise outside of the division.

Qualifications

Master's degree and three years, or Bachelor's degree and two years applicable experience in government contracting.

Minimum of three years experience in federal government contracting, preferably with the Department of Defense.

Extensive knowledge of the Federal Acquisition Regulations and Supplements, as well as other federal government regulations and policies.

Effective management and negotiation skills.

Ability to handle multiple, complex projects, often with competing priorities.

Ability to evaluate risks and discern legal implications associated with contractual terms and conditions, and the ability to communicate those to upper management.

Proven ability to work efficiently and effectively under pressure, and organize and prioritize tasks according to shifting demands on time and resources.

Strong computer skills, with an emphasis on the Microsoft Office Suite.

Experience working as a team member engaged in tasks requiring teamwork and performance to schedules.

Excellent communication skills: oral and written

Ability to travel at company discretion.

This position will need the ability to access US only data systems - US Citizenship is required.

Must be able to obtain and maintain a DOD security clearance (for certain projects/programs).
