Qualifications

Education and Experience: Bachelor's degree and 4+ years of professional experience in business systems or process analysis, including one year of experience in defining or analyzing system and user requirements. Acceptable substitutions include relevant associate degrees with experience or additional graduate coursework. Graduate coursework may substitute for up to one year of experience.

Functional Job Overview (State of Tennessee Senior Enterprise Product Delivery Analyst):

The Product Delivery Analyst plays a critical role in enabling value-driven, product-oriented delivery across agencies and technology teams. This role operates at the intersection of business strategy, product management, and Agile delivery to support the discovery, refinement, and delivery of technology-enabled products and services.

Unlike traditional Business Analyst roles focused primarily on documentation and handoffs, the Product Delivery Analyst works as an embedded member of a product or delivery team. The role collaborates closely with Product Owners, Business Architects, Solution Architects, and delivery teams to ensure shared understanding of business needs, outcomes, and constraints while supporting iterative, customer-focused solution delivery.

The Product Delivery Analyst helps translate business problems into clear, actionable work, ensures alignment to enterprise standards and capabilities, and supports continuous learning and improvement throughout the product lifecycle.

Responsibilities

Functional Job/Key Responsibilities:

Product & Outcome Alignment:

  1. Support Product Owners and business stakeholders in clarifying product goals, desired outcomes, and success measures.
  2. Translate business problems, policies, and operational needs into clearly defined features, user stories, and acceptance criteria.
  3. Ensure requirements and stories align with enterprise business capabilities, value streams, and future-state operating models.
  4. Participate in discovery and framing activities to ensure teams are solving the right problems before building solutions.

Agile Delivery Support:

  1. Serve as an active member of Agile or hybrid delivery teams, supporting sprint planning, backlog refinement, reviews, and retrospectives. Support the transition from waterfall methodology to iterative delivery approaches, when needed.
  2. Collaborate with Product Owners to maintain a well-groomed, prioritized backlog that reflects business value and delivery readiness.
  3. Provide ongoing clarification and context to delivery teams to reduce rework and enable faster, higher-quality delivery.
  4. Support incremental delivery by helping teams break down complex work into manageable, testable pieces.


Cross-Agency Stakeholder Management:

  1. Serve as liaison between business units, central IT, vendors, and executive leadership
  2. Facilitate alignment across agencies with differing priorities and constraints
  3. Communicate status, risks, and impacts in a clear, concise, and transparent manner
  4. Prepare materials for leadership briefings, governance boards, and oversight committees


Process Improvement & Agile Adaptation:

  1. Identify opportunities to improve delivery processes within a government context
  2. Promote Agile and hybrid delivery practices where appropriate (without disrupting governance)
  3. Help standardize best practices across agencies and teams
  4. Balance flexibility with required documentation and oversight
  5. Analyze current-state workflows, policies, data, and systems to identify improvement opportunities and risks.
  6. Support definition of future-state processes and service experiences in collaboration with Business Architects and Product Owners.
  7. Contribute to retrospectives and improvement initiatives by identifying patterns, bottlenecks, and opportunities for better ways of working.
  8. Leverage metrics, feedback, and outcomes to help guide product and delivery decisions.

Enterprise Alignment & Governance Support:

  1. Ensure delivery work aligns with enterprise standards, including architecture, security, accessibility, data, and compliance requirements.
  2. Maintain lightweight, fit-for-purpose documentation that supports governance, knowledge sharing, and continuity without slowing delivery.
  3. Partner with Business Architecture, Enterprise Architecture, and Portfolio functions to support consistent solution framing and decision-making.
