Goldbelt Glacier is a trusted industry partner to the Department of the Interior, Bureau of Indian Affairs (BIA). Goldbelt Glacier supports programs administered through the BIA including social services, natural resources management, economic development, law enforcement and detention services, administration of tribal courts, implementation of land and water claim settlements, housing improvement, disaster relief, replacement and repair of schools, repair and maintenance of roads and bridges, and the repair of structural deficiencies on high hazard dams.

Summary:

The Task Lead serves as the senior technical and program advisor supporting Indian Affairs (IA) on the Trust Asset and Accounting Management System (TAAMS) recompete and related Probate IT modernization initiatives, including ongoing development of the eProbate System within eNativeTrust. The position provides technical assessments, acquisition and budget documentation support, vendor coordination, and leadership briefings. The role is identified as Key Personnel under the BSS IDIQ Pool 5 (Subject Matter Expertise) Task Order. The position is fully virtual and reports to the Goldbelt Glacier Program Manager.

This is a remote position, with potential travel as needed.


Responsibilities

Essential Job Functions:

The Task Lead provides senior-level technical advisement, acquisition support, program coordination, and reporting across the four SOW tasks identified in the BSS Pool 5 Task Order Statement of Work. This includes:

  • Provide technical expertise on TAAMS functionality, processes, dependencies, and risks; advise on data rights issues related to TAAMS and other IT modernization initiatives tied to Probate.
  • Support continued development and implementation of the eProbate System within the eNativeTrust environment.
  • Identify mitigation strategies and ensure technical considerations are addressed in transition and implementation planning for the TAAMS recompete.
  • Develop Independent Government Estimates (IGEs), budget justifications, and acquisition documentation in support of the COR.
  • Liaise with Indian Affairs acquisition and budget offices to ensure timely preparation and submission of acquisition materials.
  • Coordinate with the current TAAMS vendor to identify issues, risks, and transition needs; provide government task managers with situational and technical awareness.
  • Develop weekly and daily status reports; prepare leadership briefings, talking points, and updates for the COR and IA leadership.
  • Review emails and internal materials to ensure accuracy of reporting and consistency of messaging across IA stakeholders.
  • Conduct an Orientation Briefing within five working days of award and maintain ongoing communication with the COR and IA leadership.
  • Comply with all federal information security policies, BIA requirements, and PIV-credentialed access controls.

Qualifications

Necessary Skills and Knowledge:

  • Demonstrated technical expertise with the Trust Asset and Accounting Management System (TAAMS) or closely analogous federal enterprise systems supporting land, title, leasing, or trust management.
  • Familiarity with eProbate System functionality and the eNativeTrust environment, or comparable Indian Affairs / BIA modernization initiatives.
  • Strong working knowledge of federal acquisition processes, including IGE development, budget justification preparation, and acquisition documentation lifecycle.
  • Demonstrated experience coordinating with incumbent contractors during transition and recompete planning.
  • Strong written and verbal communication skills; ability to draft technical briefings, talking points, and leadership-ready reports under tight deadlines.
  • Proficiency with Microsoft Teams, SharePoint, Word, Excel, PowerPoint, and Outlook in a federal Government environment.
  • Ability to operate independently in a fully virtual work environment while maintaining alignment with COR and Government task managers.

Minimum Qualifications:

  • Bachelor's degree in Information Technology, Computer Science, Public Administration, or a related field; an equivalent combination of education and progressive federal experience may be considered.
  • Minimum of seven (7) years of progressive program management, technical advisory, or acquisition support experience supporting federal civilian agencies.
  • Demonstrated significant and relevant experience with the four SOW task areas: technical advisement, acquisition / IGE support, vendor coordination during recompete or transition, and leadership reporting.
  • Required to successfully pass a federal background investigation prior to beginning work and obtain a Personal Identity Verification (PIV) credential.
  • Must be U S Citizen.

Preferred Qualifications:

  • Direct hands-on experience with TAAMS, the eProbate System, or eNativeTrust.
  • Prior experience supporting the Department of the Interior, Bureau of Indian Affairs, or another federal agency engaged in Indian Trust management.
  • Experience supporting a federal IT contract recompete or transition (incumbent or successor side).
  • Project Management Professional (PMP), FAC-COR, or DAWIA certification.
  • Master's degree in Information Technology, Public Administration, or a related field.
  • Active or recently active federal background investigation (Public Trust or higher).

Pay and Benefits

The salary range for this position is $115,000.00 to $130,000.00 annually.
