THE POSITION

Looking to make an impact in government through user experience research? The Commonwealth Office of Digital Experience (CODE PA) is seeking a senior user experience (UX) researcher with strong qualitative research expertise, stakeholder management skills, and experience leading human-centered design efforts. This role will lead high-priority projects across the Commonwealth, partnering with agencies and cross-functional teams to drive user-centered decision-making and improve how public services are designed and delivered.


DESCRIPTION OF WORK

As a senior UX researcher, you will lead and execute complex research and service design initiatives to improve digital and non-digital public services across the Commonwealth. This involves overseeing a portfolio of research engagements - including product work, agency partnerships, and policy-informed service research- ensuring insights directly inform product, service, and program decisions. Our team will rely on you to serve as a subject matter expert, advancing user-centered practices and influencing decision-making across CODE PA, agencies, and leadership.

Key job duties include:

  • Designing and conducting qualitative UX research (e.g., interviews, usability testing, field studies) to understand user behaviors, needs, and barriers across Commonwealth digital experiences.
  • Synthesizing research findings into clear, decision-ready artifacts such as research reports, journey maps, service blueprints that inform product and service improvements.
  • Facilitating workshops and collaborative sessions using human-centered design techniques to support discovery, synthesis, and co-creation of solutions.
  • Building and maintaining effective working relationships across product teams and agencies to advance user-centered practices.
  • Partnering with product teams to improve Commonwealth digital experiences and guide the development and launch of new services using user-centered research insights.
  • Partnering with product teams to integrate continuous research practices into multi-year, enterprise-level implementations.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 4:30 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: This position is home headquartered. In order to be home headquartered, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • Six years of professional information technology experience and a bachelor's degree; or
  • Ten years of professional information technology experience; or
  • An equivalent combination of experience and training.

Additional Requirements:

  • You must have experience translating UX research insights into intuitive, actionable recommendations that inform product, service, and policy decisions.
  • You must have experience building strong stakeholder relationships to proactively identify UX research opportunities and align research efforts with organizational and user needs.
  • You must have experience facilitating workshops and collaborative sessions using human-centered design techniques to support discovery, synthesis, and co-creation of solutions.
  • You must be able to perform essential job functions.

Preferred Qualifications (not required):

  • Experience designing and conducting survey-based UX research, including questionnaire development, sampling strategies, and analysis of results to generate actionable insights
  • Experience analyzing behavioral data (e.g., log data, analytics) to identify user patterns, trends, and opportunities that inform product and service improvements
