About the Role:

As a senior consultant- business analyst in the Data Services and Management Practice Area, you will collaborate with team members to conceptualize, deliver, and support healthcare technology initiatives for clients, partners, and stakeholders.

Serving as a business analyst, your day-to-day role as a NYSTEC consultant will include business and data analysis, critical thinking, and problem solving to support work across New York State healthcare and Medicaid-focused initiatives.


Key Responsibilities

  • Conduct current state assessments, and document existing Jira/JSM usage, solutions, and environments.
  • Conduct stakeholder assessment, identifying and documenting key stakeholders, sponsors, and Jira/JSM user groups.
  • Conduct readiness assessment, identifying opportunities to strengthen rollout readiness, adoption, and long-term sustainability.
  • Define a target operating model and governance design to guide software rollout and long-term sustainability.
  • Design and propose rollout and implementation strategies.
  • Develop and drive a technical change management plan.
  • Collaborate with stakeholders to understand business needs and challenges.
  • Eliciting, documenting, tracing, and prioritizing business requirements.
  • Documenting user stories/requirements that address project business objectives.
  • Compiling and synthesizing analyses and findings into reports and other client deliverables (e.g., process flows, data flows, system architectures, context diagrams, use cases).


About you:
Required Qualifications

  • Solid understanding of and experience with Jira and Jira Service Management (JSM)
  • Effective critical thinking, problem solving, and analytical skills.
  • Proficiency with translating complex analytic ideas into actionable insights for varied levels of audience.
  • Ability to develop relationships with stakeholders and to understand their needs through excellent listening and effective written and verbal communication.
  • Experience in writing, gathering, and maintaining requirements and/or business rules.
  • Proficiency with the Microsoft Office suite of products, with advanced skills in Excel and Word.


Preferred/Desired Qualifications

  • Experience with Medicaid/Medicare policies and regulations.
  • Experience using and analyzing data to inform decision-making.
  • Experience performing data quality analysis to identify risks and opportunities.
  • Understanding of data management.
  • Experience working with and managing large, complex data sets.


Education and Experience

  • A bachelor's degree and 3-5 years of related experience in business, technical, scientific, or related discipline.
  • An equivalent combination of advanced education, training, and experience will be considered.


The target base salary for this position is $84,497.00 to $109,846.00 per year. When determining compensation, we analyze and carefully consider several factors, including skill set, experience, location, and job-related qualifications.
