Introduction

Job Summary

The Office of the Commissioner of the Revenue is seeking a Senior Commercial Real Estate Appraiser to perform professional appraisals of unique, complex, and high-value commercial or income-producing residential properties for real property taxation purposes. This role requires an advanced level of technical expertise to handle valuations that go beyond the scope of the standard mass appraisal process.

The successful candidate will perform professional work in the appraisal of commercial and residential real estate as assigned, including specialized properties that require individual analysis. This position also involves serving as a mentor to appraisal staff and interns, providing quality control, technical guidance, and constructive feedback on various job components.

The Senior Appraiser manages and updates real property characteristics via onsite inspections and desktop applications while analyzing sales and market data to recommend value adjustments. This role requires making professional judgements regarding building area, style, construction quality, condition, and locational factors. Additionally, the position involves responding to customer inquiries regarding assessment of information and value disagreements, as well as conducting in-depth research and real estate market analysis to ensure equitable and accurate tax assessments.

Hiring salary will be commensurate with experience.


Minimum Qualifications

Any combination of education and experience equivalent to a bachelor's degree and at least three (3) years of real estate appraisal or assessment experience is required. Four years mass appraisal experience desired.

Familiarity with Virginia's local tax structure and sound knowledge of appraisal practice and principles with proven aptitude in the fundamentals of mass appraisal. Practical application of assessment ratio studies and statistical analysis, as well as land modeling and cost modeling concepts. Advanced understanding of concepts, materials and terminology related to building construction, zoning codes and regulations. Should possess knowledge of computer applications related to assessment (Microsoft Office, CAMA, Pictometry, Multiple Listing Services, GIS), and advanced concepts and terminology related to real property appraisal and taxation including knowledge of real estate markets, trends, and transactions.

Core skills: analytical and critical thinking, planning, and organizing with good verbal and written communication skills.


Job Contingencies and Special Requirements

The successful candidate will undergo criminal background, credit, and DMV record checks. Must maintain a valid driver's license in Virginia or regional state of residence. Employees are prohibited from participating in any outside activity, including private appraisals, which may be deemed a conflict of interest by the Commissioner of the Revenue. Ability to work in various outdoor weather conditions, traverse undeveloped land and tour construction sites. Occasional bending, stooping, and light lifting may be required.
