Lead the tech architecture, engineering and product strategy for enrollment and billing platforms. Plan, organize, control and evaluate IT and electronic data exchanges with various vendors and suppliers. Manage technical staff by recruiting, training and coaching employees, communicating job expectations and appraising their performance. Performs other duties as assigned.

Key Accountabilities



  • Business Knowledge & Acumen


    • Demonstrates deep understanding of how enrollment, eligibility and premium billing data flows into and through Medica and drives related operational processes.
    • Clear understanding of HIPAA requirements around the use and security of enrollment, eligibility and billing data.
    • Platform operational ownership - oversee the full lifecycle of integrating and off-boarding enrollment sources through billing cycles (where needed).
    • Partner with external vendor partners to establish data exchanges, driving to standardization to ensure efficient operation.
    • Act as a liaison with product teams, finance, compliance, data security, and tech senior leadership to ensure service delivery


  • Leadership


    • Lead a team of direct and indirect employees, including on and offshore consultants
    • Recruit, train, coach and mentor employees
    • Develop team members, coach performance when needed, leading by example
    • Drive innovative thinking, while balancing the budgetary needs of a nonprofit, member-centric organization


  • Technical Architecture


    • Oversee modernization of Enrollment and Billing systems, leveraging Cloud and DevSecOps engineering practices to drive scalability and speed-to-market.
    • Drive API and EDI integrations to ensure smooth data transfer for efficient enrollment and billing operations
    • Create process automation and enhancements for a seamless and efficient member experience
    • Utilizing smart, data engineered solutions to ensure compliance and customer data security following PHI, HIPAA standards



Required Qualifications



  • Bachelor's degree in related field or equivalent experience
  • 8 years of experience in area of supervision with at least 3 years of management responsibility
  • Prior experience with the electronic data transfer of large complex customer data


Preferred Qualifications



  • Excellent communication skills in written, verbal and presentation form
  • Depth of experience in data engineering, ideally using SQL, Mulesoft, Python in a cloud-based environment
  • Prior experience creating the architecture and process automation for a complex healthcare system
  • Demonstrated experience leading both on shore and offshore technical teams
  • Healthcare industry experience


This position is an Office role, which requires an employee to work onsite at our Minnetonka, MN office, on average, 3 days per week.

The full salary grade for this position is $150,000 - $257,200. While the full salary grade is provided, the typical hiring salary range for this role is expected to be between $150,000 - $225,015. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data. In addition to base compensation, this position may be eligible for incentive plan compensation in addition to base salary.
