Departmental Overview
The Center for African Studies is an interdisciplinary institution that promotes research, teaching, and public awareness about Africa and African issues.

Position Summary
Involves managing the financial administrative operations of Mastercard Scholars program at UC Berkeley, which is located at the Center for African Studies, a multidisciplinary Organized Research Unit. Administrative services for this job fulfil several financial and administrative duties such as creating financial reports for the Mastercard Foundation Scholars program at UC Berkeley, maintaining detailed financial records, processing payments, controlling the daily expenditures and incomes, and supporting the development, and maintenance of Scholars and Center's budgets, event planning and processing fellowships and visiting scholar programs of the Center for African Studies.

Responsibilities

  • The officer co-manages, plans, and administers a broad range of financial operations in the Center for African Studies.
    • This includes overseeing finances, budgeting, and payments, with particular responsibilities connected to the Mastercard Foundation Scholars Program.
  • The role involves the preparation and monitoring of budget expenditures, comparing actual expenses to planned budgets, and ensuring that the Center's costs remain in compliance with university policies.
  • The role develops and prepares budgets and financial reports for funded programs, specifically the Mastercard Foundation grant, and assists in preparing routine reports for the funder.
  • Oversight of recharge activities, and setting up, pricing, tracking, and billing of the Visiting Fellows and researchers, so they comply with UC policy and federal cost principles.
  • In relation to the Mastercard Foundation grant, this role provides input into the non-technical portions of grant and contract proposals.
    • This includes contributing to the preparation of budgets and justifications, compiling institutional information, ensuring compliance with sponsor guidelines, and supporting the development of required administrative documentation.
  • In relation to the Mastercard Foundation grant, this role coordinates and participates in a wide range of human resources activities ,excluding recruitment, but supporting training, while ensuring the accurate completion of forms and documents related to all HR and Payroll documentation for the unit.
  • The position also gathers, analyzes, prepares, and summarizes financial and HR reports connected to the grant, providing essential administrative and analytical support to ensure smooth program operations and compliance with university and sponsor requirements.
  • Helps in the overall processing and coordination of all Center for African studies fellowships, overseeing curation of applications, before submitting complete applications to selection committees.
  • As needed, provide other administrative functions such as database management, communicating with team members and developing the centers administrative processes.
  • The role serves on committees, representing department or unit.
  • Provides support for the Vice Chairs' meeting and documenting minutes and tracking action to ensure follow up on agreed decisions.
  • Administers facilities and space logistics and manages equipment needs.
  • This role may supervise a small team of staff or students, work study participants and roles here include training, mentoring, and supervision of students on work study.

Required Qualifications

  • Knowledge of budgeting, financial analysis and advanced knowledge of working with excel.
  • Thorough knowledge of financial analysis and reporting techniques, and/or human resources policies and procedures for staff and academic employees.
  • Interpersonal skills including verbal and written communication, active listening, critical thinking, persuasiveness, advising and counseling skills.
  • Ability to use discretion and maintain confidentiality.
  • Bachelor's degree in Business or Finance related field and/or equivalent experience/training.

Preferred Qualifications

  • Thorough knowledge of or ability to learn University rules and regulations, processes, protocols and procedures for budget, accounting and fund management, and/or personnel management.
  • Knowledge of a variety of administrative operational activities such as event planning, basic fundraising processes, risk management planning, accounting and payroll, and contracts and grants regulations and guidelines.
  • Solid knowledge of or ability to learn common University-specific computer application programs.
  • Strong skills in short-term planning, analysis, problem-solving, and customer service.

  • Travel requirements - 5% Very little travel, if any.
  • This position is governed by the terms and conditions in the agreement for the Clerical & Allied Services Unit (CX) between the University of California and Teamsters Local 2010.
