DESCRIPTION OF WORK

As a Fiscal Management Specialist 3, you will be providing advanced financial oversight for multiple funding sources and grant programs that support OVR services. This position is responsible for performing the following duties:

  • Fund Monitoring: Track commitments, expenditures, balances, and financial activity for all OVR funding sources
  • Budget Support: Prepare budgets, rebudgets, justifications, and financial narratives for state and federal programs
  • Grant Management: Develop grant packages, review spending, perform reconciliations, and correct compliance issues
  • Financial Reporting: Compile accounting reports and provide data for required federal and state financial submissions
  • Analysis Work: Review financial trends, assess funding options, and make adjustment entries when needed
  • Audit Collaboration: Work with staff during audits and monitoring reviews to ensure accurate documentation

Work Schedule and Additional Information:

  • Full-time employment, 7.5 hour work day
  • Work hours are negotiable, with a 30 to 60-lunch period depending on selected schedule. AWS (alternate work schedule) may be available.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $67,736.00 (before taxes).

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 2 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
