Position Summary: Under the general supervision of the County Clerk, assists the County Clerk in the discharge of the duties of the County Clerk's office.

Duties/Responsibilities: The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned.
*Assumes the responsibilities of the County Clerk in the Clerk's absence.
*Serves as office manager and delegates duties and approves schedules to the office support staff so all tasks are completed in a timely manner.
*Conducts employee evaluations for the County Clerk's office employees as assigned.
*Conducts initial evaluation for recommendations for hiring, firing, and disciplinary action for County Clerk's office employees as assigned.
*Serves as secretary to any Committee assigned by the County Clerk and Legislative Clerk.
*Assists with the preparation, formatting, posting, mailing, distribution, and media notification of agendas as assigned.
*Assists with ensuring electronic record of all minutes, by committee and year are kept.
*Assists with printing and maintaining hard copy of all minutes
*Assists with preparing oaths for all committee members appointed/elected and may administer oaths.
*Oversees the passport application process.
*Oversees the marriage license application process.
*May determine when Marriage License Waivers are to be issued.
*Responsible for collection and receipting of cash for all invoices issued within the Department.
*Coordinates the preparation of the Washington County directory for publication.
*Answers correspondence for the County Clerk when directed to do so.
*Serves as the department webmaster.
*Serves as Notary Public.
*Orders office supplies for the Department needs.
*Processes incoming Department mail.
*Schedules meetings on computer calendar.
*Directs callers and assists walk-in visitors.
*Screens phone calls and refers callers, as appropriate.
*Assist with elections as needed.
*Performs other duties as assigned.

Work Direction Received: Works under the general supervision of the County Clerk.

Supervision Exercised: Serves as office manager for the support staff in the County Clerk's office.

Decision Making: Decisions concerning work assignments of support staff, marriage license and passport application processes, and preparing agendas are made independently.

Interaction: There is significant interaction with other County Departments and employees, other governmental agencies, and the general public.

Essential Knowledge and Abilities: Knowledge of: modern office methods and practices; workings of County government laws, rules and regulations governing elections. Ability to oversee the work of others. Knowledge of business English and spelling, departmental policies and procedures, specific departmental responsibilities. Ability to maintain accurate and complete records, communicate effectively orally and in writing, and interact effectively with co-workers and the general public. Able to fulfill physical demands of job, sensory demands (seeing and hearing), and cognitive demands(concentration, conceptualization, memorization).

Training and Experience: High School Diploma or GED, two years of post high school education with courses in secretarial science, business or related area and four years of office experience with at least two years of those in supervision preferred. Microsoft Office proficiency required.
