THE POSITION

Governor Josh Shapiro is seeking a Director of Digital Strategy to lead the day-to-day operations of the Governor's digital and online communications program. This is a senior staff position responsible for a content team, significant production infrastructure, and online channels that power Governor Shapiro's digital presence, shape his online voice, and cultivate his creative brand. The ideal candidate is an experienced digital leader who understands the mechanics of high-volume content operations, is always ready to try, fail, and iterate, and understands how to work alongside press and creator strategy to reach every Pennsylvanian, no matter where they get their information.

DESCRIPTION OF WORK

This position reports directly to the Chief of Staff and is responsible for the following key functions:
- Lead the strategic direction, execution, and overall quality of the Governor's owned social media platforms, ensuring excellence in content development, rapid response, and video production across Instagram, X, Facebook, YouTube, TikTok, NextDoor, Threads, Bluesky, and emerging channels.
- Provide direct briefings to the Governor on matters related to online communications, social listening, digital strategy, upcoming priorities, and all digital-focused events or content production.
- Supervise a content team (Platforms Manager, Content Manager, Production Associate, and Graphic Designer), the digital partnerships team under the Senior Advisor for Creator Strategy and Online Media, and the Digital and Communications Assistant.
- Serve as a primary liaison between the Office of Digital Strategy and the Offices of Communications, Legislative Affairs, Policy, Scheduling and Operations, and Deputy
- Chiefs of Staff to ensure online content reflects the Governor's real-time schedule, initiatives, and strategic priorities.
- Coordinate with the Director of Communications, Press Secretary, and the Chief of Staff to craft timely rapid-response content in a fast-moving federal and state news environment.
- Partner with the Senior Advisor for Creator Strategy and Online Media to align online communications with creator engagement efforts and contribute to developing innovative collaborations that reach Pennsylvanians through trusted digital messengers.
- Oversee all aspects of video production, working across internal staff and Commonwealth Media Services to ensure shoots, edits, and final outputs are effectively planned, tracked, and delivered from concept through post-production.
- Manage the Governor's Office relationship with Commonwealth Media Services for photo and digital production, collaborating with the Creative Director and team of videographers, editors, and audio specialists on scheduling, messaging, creative guidance, and execution.
- Ensure appropriate staffing and coordination for all events requiring photography, vertical content capture, or production support, in partnership with the Scheduling and Operations team to facilitate seamless on-site movement while capturing essential content.
- Lead data tracking and analytics in collaboration with the Production Associate, extracting actionable, real-time insights and sharing performance updates with the Governor and senior leadership.
Work Schedule and Additional Information:
- Full-time employment
- Work hours are 9:00 AM to 5:30 PM, Monday - Friday, with a 60-minute lunch.
- This position is headquartered in Harrisburg Pennsylvania.
- Telework: You may have the opportunity to work from home (telework) part-time one day per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
- A minimum of five years of professional experience in digital communications, including no fewer than two years of direct supervisory or managerial responsibilities.
Additional Requirements:
- You must have a valid driver's license
- You must have the ability to work well in a fast-paced and highly collaborative team environment.
- You must be enthusiastic and self-motivated with a desire to learn new tools and technologies.
- You must have experience working well within large, complex teams.
- You must demonstrate the ability to run a high-output content operation for an elected leader, political entity, brand, or large organization.
- You must have strong working knowledge of the major social media platforms, how their algorithms behave, and how they work internally to solve problems with partners.
- You must have experience overseeing video production from pre-production through final edit, including managing external production teams or vendors.
- You must have familiarity with social media management and listening tools (e.g., Sprout Social, Meltwater, or equivalent).
- You must have the ability to manage up and across in a complex organization, including working effectively with colleagues who have overlapping but distinct areas of responsibility.
- You must have exceptional attention to detail and strong organizational instincts, including clear systems for file management, approvals, and team coordination.
- You must be comfortable working nights and weekends as the news cycle demands.
- You must be able to perform essential job functions.
