POSITION PURPOSE:

LBYD Federal is seeking an Construction Inspector to support the U.S. Coast Guard Civil Engineering Unit (CEU) Juneau at Base Kodiak, Alaska. The selected candidate will provide environmental construction quality assurance and quality control oversight for infrastructure improvement, environmental remediation, and facility construction projects throughout the installation.

The Environmental Construction Inspector will serve as the onsite environmental compliance representative, ensuring construction contractors adhere to project specifications, environmental permits, regulatory requirements, and approved environmental management plans. This position requires close coordination with Coast Guard personnel, construction contractors, environmental specialists, engineers, and project managers.


ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Perform daily environmental QA/QC inspections on active construction projects.
  • Monitor contractor compliance with environmental permits and contract requirements.
  • Review and document construction activities involving:


    • Stormwater management
    • Dewatering operations
    • Contaminated soil and groundwater handling
    • Waste management and disposal
    • Lead and asbestos compliance activities
    • Marine and environmental protection requirements


  • Prepare daily, weekly, and monthly inspection reports.
  • Track environmental corrective actions and contractor compliance issues.
  • Review contractor submittals, environmental plans, and construction documentation.
  • Assist government personnel in responding to Requests for Information (RFIs).
  • Support environmental permitting and regulatory compliance efforts.
  • Coordinate with project managers, engineers, environmental personnel, and construction contractors.
  • Participate in project meetings and provide technical recommendations regarding environmental compliance and risk mitigation.
  • Maintain accurate project documentation and reporting records.
  • Research codes, guidance, policies, procedures, processes, criteria, and federal laws and regulations in order to provide sound technical recommendations in writing.
  • Apply innovative technical principles, practices, and theories to the resolution of technical issues.
  • Perform field investigations, including the review of site conditions, to determine existing conditions, document findings, and provide a report to include written summary of observations, data collected, and photographs.
  • Provide technical support for the review of the design and construction submittals and field inspections.
  • Documenting all project communications.
  • Use computer programs and spread sheets for engineering analysis and presentations.


MINIMUM QUALIFICATIONS:

Education and Experience:



  • Bachelor's degree in environmental science, Environmental Engineering, Civil Engineering, Construction Management, or related field.
  • Minimum of four (4) years of professional experience supporting environmental compliance, construction inspection, QA/QC, or environmental project management.
  • Experience supporting federal, military, or government construction projects.
  • Knowledge of environmental permitting and compliance requirements associated with construction projects.
  • Strong technical writing and reporting skills.
  • Ability to work independently in a field and construction environment.
  • Proficiency with Microsoft Office Suite.


Special Requirements:



  • Must be able to successfully complete a federal background investigation.
  • Must be eligible to obtain and maintain a U.S. Coast Guard Common Access Card (CAC).
  • U.S. Citizenship strongly preferred due to federal facility access requirements.
  • Approximately 10% travel or less.
  • Occasional overnight travel may be required within the U.S. Coast Guard Arctic District Area of Responsibility.


PREFERRED QUALIFICATIONS:



  • Experience supporting U.S. Coast Guard, Department of Defense, USACE, or other federal agencies.
  • Experience working in Alaska or remote locations.
  • Familiarity with environmental remediation projects.
  • Knowledge of construction quality assurance and quality control practices.
  • OSHA 30-Hour Certification.
  • Environmental certifications or related professional credentials.


PHYSICAL DEMANDS:



  • Exerts up to 10 lbs. of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body, involves sitting most of the time, but may involve walking or standing for brief periods of time.
  • Must be able to use a computer for extended periods of time.
  • Routine use of standard office equipment.
