Transition Manager - Large-Scale Government Services Contract

This is a temporary role (initial term of 6+ months) with the potential to transition into a permanent, open-ended assignment within the broader GovernmentServices organization following the post-transition period.

Position Summary

The Transition Manager leads all transition activities associated with a large-scale U.S. Government services contract valued at over $1B and serves as the operational lead during contract turnover and stand-up activities. This role is responsible for executing a seamless transition from the incumbent contractor within a 6 month timeline while ensuring operational readiness, workforce continuity, subcontractor integration, systems implementation, and customer confidence. The position enables program leadership to remain focused on customer engagement and operational execution by centrally managing all transition planning, coordination, risk mitigation, and readiness activities across both internal teams and key teaming partners.

Primary Responsibilities:



  • Lead end-to-end transition planning and execution, including integrated transition schedules, governance, milestone tracking, operational readiness activities, and achievement of Full Operational Capability (FOC). 30%
  • Direct workforce transition activities including incumbent capture, recruiting, onboarding, labor coordination, employee communications, and staffing readiness for Day One operations.20%
  • Oversee and coordinate performance of major subcontractors/teaming partners to ensure all transition deliverables, operational commitments, staffing, systems, and readiness activities are executed on schedule and in compliance with contract requirements. 20%
  • Coordinate cross-functional transition efforts across operations, HR, IT, Finance, Legal, Supply Chain, and other support functions to ensure seamless implementation and continuity.15%
  • Serve as the primary transition interface with Government stakeholders, customer leadership, subcontractors, and executive management while managing transition risks, compliance requirements, budgets, and contingency planning. 15%



Knowledge, Skills & Abilities (KSAs):




  • Knowledge of large-scale federal government contract operations and transition execution
  • Strong understanding of workforce transition strategies, labor relations, CBAs, and Service Contract Act (SCA) requirements
  • Experience managing and overseeing subcontractors or teaming partners in complex government contracting environments
  • Ability to lead complex cross-functional teams in high-tempo operational environments
  • Skilled in transition planning, schedule management, risk mitigation, and operational readiness execution
  • Strong leadership, organizational, communication, and stakeholder management skills
  • Ability to manage multiple competing priorities and compressed timelines effectively
  • Experience coordinating systems implementation, infrastructure deployment, and operational stand-up activities
  • Ability to build strong customer relationships and maintain executive-level communications



Requirements:

Education



  • Bachelor's degree in Business, Operations, Program Management or related field preferred.



Experience



  • Minimum 10 years of experience managing large-scale government programs, operations, or contract transitions
  • Demonstrated experience leading complex government contract transitions involving large workforces, subcontractors, and compressed timelines
  • Experience managing incumbent workforce capture and large-scale recruiting/onboarding efforts
  • Experience operating in unionized labor environments and coordinating with labor relations teams
  • Experience overseeing subcontractor or teaming partner performance and transition deliverables



In compliance with this state's pay transparency laws, the salary range for this role is $180,560 - $270,840.This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).

Certifications



  • PMP or equivalent program management certification preferred



Clearance



  • Ability to obtain and maintain a U.S. Government security clearance preferred; active clearance desirable



Other Requirements



  • Ability to travel throughout CONUS as required
  • Ability to work extended hours during critical transition and operational readiness periods
