Summary:

Contingent Upon Contract Award -- The Service Order Manager (SOM) is assigned to a large government healthcare facility program, including a hospital. The SOM has the overall responsibility for developing and executing all repair projects for the contract, to include assisting with the development of scopes of work, preparing estimates, and coordinating approved projects from kickoff to completion. The SOM reports to the Contract Maintenance Manager and the Assistant Contract Maintenance Manager.

Key Responsibilities:
  • Managing the service order program for the contract to include planning, researching, and coordinating all project activities within prescribed timeframes and budget parameters.
  • Utilizing specific directions from the client to assist in the development of scopes of work (SOWs) for various types of repair or construction projects.
  • Assessing engineering/technical requirements to develop work plans, staffing needs, and cost estimates.
  • Soliciting competitive proposals from subcontractors and coordinating subcontractor work once awarded.
  • Preparing all project proposal materials for client approval and ensuring proper permitting and documentation are approved prior to execution of work.
  • Initiating project work, inspecting ongoing and completed work, and ensuring work is completed in a workmanlike manner as well as in accordance with the PWS, SOWs, standards, policies, procedures, laws, rules, and regulations.
  • Providing technical guidance and status reports to Facilities Management.
  • Coordinating with the Quality Control Manager and Site Safety and Health Officer to ensure all projects and project team members meet and comply with all standards and regulations.
  • Supervising completion of necessary documentation and completing close out documentation for each project.
  • Training all site employees on the safe operations and maintenance of any newly installed equipment.
  • Other duties as assigned.

Qualifications/Education/Experience:
  • Five (5) years' experience in healthcare construction, renovation, and maintenance and repair project management in a hospital environment.
  • Technically qualified in the field of Healthcare Facilities Management and Construction.
  • Familiarity with the various codes and standards applicable to O&M tasks covered by the contract, NFPA, EPA, OSHA, and JC for hospital accreditation.
  • An ASHE Certified Healthcare Facility Manager, PMI Project Management Professional, or ASHE Certified Healthcare Constructor certification is highly desirable.
  • Advanced knowledge and understanding of all aspects of medical facility repair, construction, and facilities management to include, but not limited to, all the following disciplines: mechanical, electrical, plumbing, communications, fire, life safety, and security systems.
  • Experience with DoD Medical Treatment Facility design standards, bid preparation, bid solicitation, bid evaluation and selection, award, inspection, acceptance, and project close-out. Experience with 4BT for construction cost estimating is highly desirable.
  • Experience in federal government contracting.
  • Excellent customer service, management, and employee relations skills.
  • Excellent verbal and written communication skills.
  • Ability to handle sensitive and confidential matters.
  • Ability to work independently, prioritize tasks, and recommend solutions to problems.
  • Knowledge of Microsoft Word, Excel, Access, PowerPoint, and Project.
  • Superior attention to detail.
  • Ability to work in a fast-paced environment while attending to multiple tasks and demands.
  • MUST BE ABLE TO PROVIDE COPIES OF ALL CERTIFICATIONS.
Communication
Must be able to communicate effectively with customer(s), direct and indirect staff, supervisors, and office personnel.
