TITLE

Front-End Developer

JOB SUMMARY

The Front-End Developer designs, develops, and maintains the university's web presence within a content management system environment. The role focuses on building responsive, accessible, and user-centered web pages, templates, and components that align with institutional branding and web standards. This position translates UI/UX designs and content requirements into functional web experiences using modern front-end technologies such as HTML, CSS, and JavaScript. It ensures websites meet performance, accessibility (WCAG), and cross-browser compatibility standards while supporting structured content and back-end integration.

Work is performed under general supervision and performance is based upon completion of assignments and results obtained. The performance evaluation is conducted through the performance evaluation system and in accordance with the University Policies & Procedures.

ORGANIZATIONAL RELATIONSHIPS

Reports to: Director University Web Communications

Supervises: No supervisory duties

ESSENTIAL DUTIES - May include, but not limited to the following:

  • Develop and maintain web pages, templates, and components within a CMS (e.g., TerminalFour, DotNetNuke) using HTML, CSS, JavaScript, Jquery, and modern front-end frameworks (e.g., Bootstrap, React, Angular, Vue.js, Next.js, Node.js).

  • Translate UI/UX designs into responsive, accessible web experiences. Design mockups and wireframes then translate into interactive and visually appealing web pages.

  • Build and style pages using HTML5, CSS3, and JavaScript.

  • Optimize websites for maximum speed and scalability.

  • Develop and maintain a university campus map (Concept 3D).

  • Create and maintain reusable page layouts and content modules.

  • Implement structured content and dynamic rendering (e.g., JSON-driven content).

  • Ensure cross-browser compatibility and mobile responsiveness.

  • Support accessibility standards (WCAG 2.1) and web best practices.

  • Troubleshoot and resolve layout, styling, and content rendering issues.

  • Implement and adhere to best practices in web development, including accessibility, SEO, and responsive design.

  • Work closely with back-end developers to integrate front-end functionality with server-side logic.

  • Collaborate with designers, developers, and content stakeholders.

ADDITIONAL DUTIES

  • Ensures content and formatting is up-to-date for brand positioning.

  • Manages the daily functionality of the university's largest publication and marketing tool.

  • Manages the updating of information, and creation/placement of new content (written and graphic) across academic and administrative departments on all three campuses. Requires considerable interaction, negotiation, etc. with university employees at all levels.

  • Implements, maintains, develops training for, and supports TWU's web content management systems. Oversees the work of contract staff, content editors and student employees. Provides consultation on use of social media properties.

  • Evaluates website and reports metrics to determine impact/results of communications, ensuring site usefulness and customer satisfaction. Evaluates website code for validity, structure, and standards compliance across web browsers.

  • Provides web interface design and user-experience design to ensure usability and accessibility.

  • Ensures the University website adheres to competitive/best practices.

  • Perform routine system administration tasks as needed, including monitoring operations and performance.

  • Performs other duties as requested.

EDUCATION

Bachelor's degree in Computer Science, Web Development, or a related field required.

EXPERIENCE

5 years or more of web development.

REQUIREMENT

Regular and reliable attendance at the University during regular scheduled days and work hours is an essential function of this position.

All employees share the responsibility of maintaining information security and privacy requirements within the university by adhering to Federal and State regulations, and TWU Policies & Procedures.

KNOWLEDGE, SKILLS, AND ABILITIES - The following are essential:

  • Skills in HTML5, CSS3, and JavaScript (ES6 fundamentals).

  • Skills in building responsive layouts and components.

  • Knowledge with version control (Git).

  • Knowledge of REST APIs and JSON data.

  • Knowledge of web accessibility standards (WCAG 2.1).

  • Skills with templating systems (e.g., Handlebars).

  • Knowledge of SEO and performance optimization.

WORK ENVIRONMENT

Supervisors and employees should ensure that injury/accident reports are submitted to the Office of Human Resources and Risk Management within 24 hours of the incident.
