Description

Leidos Federal & State Health is seeking a Program Manager, contingent upon contract award, to lead a large, complex CDC public health data management and analytics support program.

The Program Manager will provide overall leadership, strategic direction, staffing oversight, contract management, and customer engagement for a multidisciplinary team supporting public health data management, analytics, surveillance, research, evaluation, technical assistance, data dissemination, and modernization activities. The successful candidate will serve as the primary interface with CDC leadership, Contracting Officer Representatives (CORs), technical leads, and external stakeholders while ensuring high-quality performance, staffing continuity, customer satisfaction, and achievement of contract objectives.

*This position requires U.S. Citizenship and is contingent upon award. **Candidates in the Atlanta, GA area preferred. Remote work permitted with periodic travel to CDC facilities and customer meetings as required.

Responsibilities

  • Provide overall program leadership and management for a multi-disciplinary team of program managers, public health advisors, data managers, analysts, statisticians, developers, and subject matter experts.

  • Serve as the primary point of contact for CDC leadership, CORs, technical leads, and other stakeholders.

  • Lead planning, execution, monitoring, and reporting of contract activities across multiple projects, studies, and task areas.

  • Manage program scope, schedule, staffing, quality, risk, and customer satisfaction.

  • Oversee transition-in, onboarding, knowledge transfer, staffing readiness, and transition-out activities.

  • Ensure effective coordination across multiple CDC branches, offices, contractors, and external partners.

  • Develop and maintain project management plans, staffing plans, risk registers, status reports, and performance metrics.

  • Provide oversight of subcontractor performance and integration.

  • Lead recruitment, retention, workforce planning, succession planning, and staffing continuity efforts.

  • Facilitate communication among Government stakeholders, technical teams, and program staff.

  • Support quality assurance processes to ensure timely and acceptable delivery of contract requirements.

  • Identify opportunities to improve operational efficiency, program performance, and customer outcomes.

  • Monitor emerging public health data management, analytics, and modernization trends and guide the team in applying appropriate solutions.

  • Support contract growth, strategic planning, and future business opportunities.

Required Qualifications

  • Bachelor's degree in Public Health, Health Sciences, Business Administration, Information Systems, Management, or related field.

  • 15+ years of progressively responsible experience managing complex Federal health, public health, scientific, research, data management, analytics, informatics, or information technology programs.

  • Experience managing large multidisciplinary teams supporting Federal agencies.

  • Experience serving as primary customer interface for senior Government stakeholders.

  • Demonstrated experience managing scope, schedule, staffing, quality, risk, and budget performance.

  • Experience overseeing multiple simultaneous projects, stakeholders, and deliverables.

  • Strong written and verbal communication skills.

  • Experience developing strategic plans, operational plans, management reports, and executive briefings.

  • Experience leading transition planning, onboarding, staffing continuity, and workforce management activities.

  • PMP certification or equivalent program/project management experience.

Desired Qualifications

  • Experience supporting CDC, HHS, or other Federal public health agencies.

  • Experience managing public health surveillance, research, evaluation, data management, informatics, analytics, or scientific support programs.

  • Experience supporting infectious disease, HIV, viral hepatitis, STD, tuberculosis, chronic disease, injury prevention, or other public health prevention programs.

  • Experience managing CDC cooperative agreements, grants, technical assistance programs, or public health program implementation activities.

  • Familiarity with CDC data modernization, data governance, interoperability, and enterprise data initiatives.

  • Working knowledge of public health data systems, data lifecycle management, and data quality practices.

  • Familiarity with statistical and analytic tools commonly used in public health environments, such as SAS, R, Python, SQL, Power BI, Tableau, REDCap, and SharePoint.

  • Ability to effectively oversee technical teams supporting cloud, data engineering, analytics, visualization, and modernization initiatives, including environments utilizing Microsoft Azure, Databricks, and related technologies.

  • Experience supporting Enterprise Performance Life Cycle (EPLC), Capital Planning and Investment Control (CPIC), Agile, DevSecOps, or similar project delivery frameworks.

  • Familiarity with CDC surveillance systems, research studies, data dissemination, and technical assistance environments.

  • Experience managing geographically dispersed and hybrid workforces.

  • Master's degree in Public Health (MPH), Health Administration (MHA), Public Administration (MPA), Business Administration (MBA), or related discipline.
