Construction Proposals & Licensing Coordinator


McMillen, Inc. is seeking a detail-oriented and proactive professional with 2-5 years of construction field engineering experience to join our team as a Construction Proposals & Licensing Coordinator. This role combines administrative, technical, and proposal support responsibilities to help drive successful project submissions, maintain licensing compliance, and support cross-functional operations. The ideal candidate is organized, confident, and eager to deepen their understanding of construction processes and company operations.

From concept to completion, projects are guided through feasibility studies, permitting, design, construction, and commissioning, ensuring technical precision and real-world functionality.

Responsibilities:
* Download bid documents from client sites, SAM.gov, and GovWinIQ.
* Set up, organize, and maintain up-to-date bid folders in Box.
* Communicate effectively with corporate departments, teams, and coworkers.
* Assist cross-functionally wherever needed while maintaining a positive attitude under pressure.
* Analyze solicitations for compliance requirements and complete proposal compliance matrices using corporate templates.
* Create proposal frameworks in Word (Adobe InDesign).
* Collect and synthesize information from Cosential, Spectrum, project folders/contracts, and project teams to produce past performance project data sheets.
* Develop proposed team resumes using information from Cosential and internal staff.
* Insert standard content from previous proposals and technical write-ups into current proposal documents.
* Create corporate and project organizational charts in PowerPoint compliant with solicitation requirements.
* Import and format solicitation-specific templates from PDF to Word or InDesign (subcontracting plans, pricing schedules, certifications).
* Complete solicitation response documents (e.g., SF1442, SF30) with input from Estimating.
* Research, complete, and maintain corporate business licenses, public works/contractor licenses, and engineering licenses across multiple jurisdictions (federal, state, provincial, city, tribal).
* Collaborate with internal teams to gather required documentation (financial statements, bonds, insurance, qualified employees).
* Upload annual documentation to agency websites to maintain licenses.
* Complete prequalification packets for Departments of Transportation in multiple states using Cosential and Spectrum.
* Maintain licensing logs in Smartsheet and monitor corporate licensing communications.
* Utilize Corporate Service Company tools to track requirements and source registered agent information.

Qualifications:
* 2-5 years of construction field engineering experience or similar.
* Self-starter with a confident, professional demeanor.
* General technical knowledge of construction practices.
* Strong interest in learning company operations, processes, and procedures.
* Ability to work cross-functionally and assist wherever needed.
* Maintain composure and positivity under pressure.
* Advanced proficiency in Microsoft Word (document creation, formatting, troubleshooting).
* Advanced Microsoft Excel skills for creating and formatting pricing schedules.
* Experience modifying, extracting, and exporting in Adobe Acrobat Pro.
* Familiarity with creating and submitting construction proposals for federal clients.
* Knowledge of SAM.gov and Federal Acquisition Regulations (FAR).
* Follow-up skills with multiple jurisdictions to ensure approvals.
* Experience with Smartsheet or Microsoft Excel (training provided for Smartsheet).

Compensation Package:

  • Pay Range: $73,896 - $95,000 (DOE)
  • Benefits: McMillen provides a full Benefits Program comprising medical, dental, vision, life, disability, FSA, EAP, 401(k) and match, 9 paid holidays, generous PTO, opportunity for stock ownership, and wellness reimbursement.
