Summary

AC Transit is seeking a journey-level Human Resources Analyst (Recruiter) with professional experience in the areas of staffing, recruitment, and other areas of HR. Ideal candidates will have demonstrated experience in effectively managing recruitments, developing and/or selecting appropriate tests for screening candidates, conducting job analysis; experience performing complex statistical analysis and preparing presentations using appropriate software; experience with Applicant Tracking Systems, strong customer service orientation, focused on providing excellent service to the public and District staff; excellent communication skills, both orally and in writing in a business environment; and ability to effectively handle multiple assignments simultaneously.

Representative Functions

  • Screens applicants for minimum qualifications based on applications, supplemental questionnaires, and other required documentation.
  • Organizes recruitments, including resume searches, strategic planning, placement of advertising and promotional announcements, development of examination plans, writing of job.
  • Develops employment selection tests, writes test items, uses test item banks, performs item analysis and other statistical analyses for validation studies, and modifies tests based on analysis.
  • Administers employment selection tests, trains evaluators and interview panels, reviews scoring, and explains tests and examination results and procedures to applicants.
  • Establishes and maintains confidential files and records, and performs administrative tasks such as data entry, and the writing and distribution of correspondence and other documents.
  • Provides advice, expertise, and guidance to management in regard to unit(s) of assignment.
  • Conducts job analysis studies including job-audits and position description questionnaires, and makes recommendations based on analysis of results.
  • Takes on special projects as assigned, including HRIS projects, onboarding and other HR related projects.
  • Performs related duties as required.

Minimum Qualifications

Education: Equivalent to a Bachelor's Degree in Human Resources, Industrial/Organizational Psychology, Organizational Development, Public Administration, Business Administration, or a related field, from an accredited college or university.

Experience: A minimum of three (3) years in a Human Resources department at the professional level, performing functions in recruitment and selection; classification and compensation; HR Information Systems; employee relations, benefits administration, or AA/EEO. Additional education, such as a graduate degree in one of the above disciplines from an accredited college or university may be substituted for experience on a year-for-year basis.

Desirable Qualifications: A self starter with a generalist background and/or strong recruitment background/experience. Willingness to work as part of a team and learn quickly. Professional demeanor and excellent customer service. Public sector experience is not required, only solid HR experience. Willingness to do what is needed to get the job done and move the District forward in our company goals. This position requires the incumbent to occasionally travel to District facilities, with the flexibility to work early mornings, late afternoons/evenings, and or on the weekends as needed for events at various District locations and in the community. Union experience is desirable but not required.

Additional Information

Must maintain the physical condition necessary to: (1) perform tasks in an office setting operating a personal computer, keyboards, and other peripheral equipment; and (2) possess physical mobility in order to and within the various District facilities.

The Alameda Contra Costa Transit District has established the goal of a 100 percent drug and alcohol-free workplace.
