Summary:
Contingent Upon Award - The Chief Building Engineer/O&M Onsite Supervisor will oversee and coordinate the Operations and Maintenance (O&M) activities for a new Federal building in Golden, CO, including the supervision of technical personnel. Prior to occupancy, this position will participate in activities related to new building start up and commissioning. The position works closely with the Onsite Project Manager and Onsite Custodial Supervisor to provide exceptional leadership and customer service, as well as ensure compliance with safety and quality standards. If awarded, this project serves the U.S Geological Survey.


Essential Duties and Responsibilities:
  • Directs and Coordinates activities of personnel performing tasks directly related to building operations and maintenance.
  • Acts as the subject matter expert (SME) on all matters pertaining to the maintenance and repair of facilities and installed equipment.
  • Provides technical guidance and supervision of the program's technicians and general maintenance workers.
  • Troubleshoots, diagnoses, and repairs problems with systems.
  • Oversees maintenance and operational checks on mechanical and electrical components of systems.
  • Ensures work is performed and completed as scheduled and in compliance with applicable standards.
  • Interacts with customers to determine problems and repair requirements.
  • Oversees preventative & corrective maintenance on all types of equipment.
  • Assists the Project Management (PM) in:
    • Conducting new building start up and commissioning activities in accordance with contract requirements.
    • Setting schedules to ensure appropriate coverage for shifts and assignments.
    • Monitoring work (QC inspections) and taking corrective action, as necessary.
    • Provides feedback in evaluation of other employees.
    • Advises the PM of work force changes that may affect completion of assigned work.
    • Ensures that work documentation is accurate and submitted to the PM in a timely manner.
  • Coordinates with vendors and subcontractors.
  • Responds to customer requests in a timely and accurate manner.
  • Trains new employees in proper and safe procedures.
  • Performs other duties as assigned.

Education and/or Experience:
  • Minimum of three (3) years' experience within the past five (5) years with managing operations and maintenance in buildings of similar size (209,000 gross sq.ft.) and complexity (office space, laboratories, LEED, etc.), and characteristics (multiple stories, modern technology, etc.) of the buildings covered by the contract.
  • Experience with new building start up and commissioning is highly desirable.
  • Experience leading, supervising, and organizing staff, to include, but not limited to, scheduling and managing work shifts. training employees, managing applicable HR functions.
  • Knowledge, skills and ability with maintenance and repair of mechanical, electrical, and plumbing systems. Ideally has experience working with Maximo-based FMMS or equivalent system.
  • Experience in troubleshooting, repair, and replacement of building specific equipment.
  • Experience applying quality and safety standards and policies and ensuring compliance.
  • Experience with general administrative duties.
  • High School Diploma or equivalent.
  • Fully conversant in English.

COMMUNICATON SKILLS
Must have the ability to respond to common inquiries or complaints from customers, managers, and staff members. Ability to write and/or contribute to reports. Must have the ability to effectively present information and respond to questions from managers, fellow employees, and customers.

REASONING ABILITY
Must be able to read and interpret various information to ensure procedures are followed.

PHYSICAL DEMANDS
The employee is frequently required to stand, walk, sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. The employee is occasionally required to climb or balance, stoop, kneel, or crouch. The employee may occasionally be required to lift more than 75 pounds. The employee must have close vision, distance vision, color vision, peripheral vision, and the ability to adjust focus.

WORK ENVIRONMENT
Work environment will require on-call responsibilities. The employee may be exposed to noise, dirt, dust, grease, machinery with moving parts, irritating chemicals, and occasional cold, heat, and inclement weather. The work may require the use of protective devices, such as masks, goggles, and/or gloves.
