Project Manager - Engineer

Position Information:

The City of Alcoa is seeking qualified candidates for the position of Project Manager - Engineer. Under the appointment and general direction of the Director of Development Services, this position performs professional and managerial work involving engineering review, capital project management, infrastructure planning, and development-related activities within the Development Services department. This position oversees engineering review of public and private development projects, manages assigned capital improvement projects, administers infrastructure and transportation-related grants, and coordinates with local, regional, and state agencies. The employee supervises assigned technical staff and serves as a liaison between Development Services and other City departments, consultants, developers, contractors, and the public.

Essential Duties Performed:

Key responsibilities include but are not limited to the following:

• Plans, coordinates, and manages capital improvement projects from concept through construction and closeout, including budgeting, design, permitting, and contract administration.
• Assists with development and implementation of the City’s Capital Improvement Program, including project prioritization, cost estimating, and long-range planning.
• Monitors project schedules, budgets, and construction activities to ensure timely and cost-effective delivery.
• Represents the City on regional committees and coordinates with state and regional agencies on transportation and infrastructure matters.
• Identifies and administers grant opportunities; supervises technical staff; supports departmental budgeting, strategic planning, and policy development; and responds to citizen inquiries related to development and infrastructure.
• Manages and coordinates the review of development-related engineering submittals, including site plans, subdivision plats, construction plans, traffic studies, stormwater reports, utility plans, and related documents to ensure compliance with applicable regulations, standards, and engineering practices.

Candidate Qualifications:

Knowledge and Personal Skills  The successful candidate will possess the ability to effectively work with customers/developers in resolving and solving development related issues. Must have extensive knowledge of the theories, principles, and practices of engineering along with the ability to read and interpret construction plans and specifications.

Education and Experience  Bachelor’s degree in Engineering with a minimum of eight (8) years of experience in the field of engineering with considerable experience in managing projects. Three (3) years’ experience as a licensed professional engineer required.
