The Title
III Program (Title
III) at North Carolina Central University reports to the Office of the Provost. The office manages all Title
III funding awarded to the University from the US Department of Education. This includes providing programmatic and fiscal oversight of the many activities supported by this federal funding. These responsibilities include but are not limited to:
- Assisting with proposal applications and budget preparation
- Providing training to activity coordinators and staff
- Ensuring the University maintains compliance with all federal and state regulations
- Determining if budget requests are allowable, allocable and reasonable
- Monitoring and approving expenditures according to Federal and University rules and regulations
- Preparing and submitting interim and annual performance reports

The Director of Title
III Programs provides visionary leadership, strategic management, and absolute administrative and fiscal oversight for all Title
III grants awarded to North Carolina Central University (
NCCU) by the U.S. Department of Education. Authorized under the Higher Education Act of 1965, Title
III funding is designed to strengthen the institutional capacity, academic quality, student success outcomes, and fiscal stability of Historically Black Colleges and Universities (HBCUs).
The Director ensures that all funded "Activities" align seamlessly with NCCU's Strategic Priorities and directly support the university's efforts to meet key performance metrics mandated by the University of North Carolina (
UNC) System Performance Agreement. This role guides multi-million-dollar institutional investments, driving student support initiatives from the undergraduate level to specialized professional divisions, such as the
NCCU School of Law. By fostering closer collaboration with external institutional partners and internal campus divisions, the Director maximizes the sustainable impact of federal funding on student achievement and institutional growth. The Director serves as the primary liaison between the University, the
UNC System Office, and the U.S. Department of Education. |
| Required Knowledge, Skills, and Abilities |
- Highly advanced skills in budget forecasting and fiscal reconciliation of federally restricted funds.
- Exceptional written and verbal communication skills, with the technical ability to translate intricate federal regulations for diverse faculty and staff.
- Strong capabilities in utilizing data enterprise systems (e.g., Banner, Chrome River, G5/G6 Department of Education portals).
- Proven collaborative leadership skills necessary to bridge academic affairs, student affairs, and fiscal administration units.

| Minimum Education/Experience |
- Master's degree from an accredited institution in Higher Education Administration, Business Administration, Public Administration, or a closely related field.
- Minimum of five (5) years of progressive, post-baccalaureate experience managing complex federal grants (preferably Title III or similar Department of Education programs) within a higher education setting.
- Expert understanding of EDGAR (Education Department General Administrative Regulations) and 2 CFR 200 fiscal compliance mandates.
Preferred Qualifications:
- Terminal Degree: Ph.D., Ed.D., or J.D. from an accredited institution.
HBCU Leadership: Demonstrated track record managing federal or state institutional programs specifically within a Historically Black College or University context.- System Experience: Prior familiarity working with the North Carolina standard accounting systems and the University of North Carolina (UNC) system infrastructure.

- Strategic Oversight: Plan, implement, and direct all aspects of the University's Title III Parts B and F portfolios to advance NCCU's operational and academic capacity.
- Metric Enhancement: Align Title III project allocations with current UNC System performance metrics, specifically targeting improvement in four-year graduation rates, average earned credits, undergraduate degree efficiency, research expenditures, and decreasing student debt.
- Proposal Development: Coordinate the comprehensive planning process for five-year institutional grant cycles, including the development of new Phase applications, objectives, and narratives.
- Activity Supervision: Train, advise, and monitor individual Title III Activity Directors across campus to ensure project benchmarks and performance indicators are reached on schedule.

- Academic Support Synergy: Work directly with the Student Access and Success Programs (SASP) and the NCCU Libraries to optimize resource allocation, ensuring federal funds directly enhance tutoring, mentoring, and academic advising infrastructures.
- Pre-Award Coordination: Collaborate with the Office of Sponsored Research and Programs to transition successful Title III interventions into permanent, institutionalized frameworks or springboard them into wider external grant applications.
