Summary This position manages the daily operations for public works construction activities to ensure compliance with plans specifications, and best practices. Coordinates projects with stakeholders throughout the construction life cycle. Allocates and monitors resources to ensure construction deliverables meet quality, schedule, and budget goals. Pay Range: $72,748.00 - 91,738.40 (Depending on qualifications and experience) Essential Duties and Responsibilities include the following. Other duties may be assigned.
Supervises and directs staff responsible for construction and inspection of paving, drainage, and utility infrastructure Manages planning, scheduling, and budgeting for construction projects Develops operating procedures for inspection and construction processes and practices. Defines standards and productivity goals for in-house construction operations Provides technical expertise for timely resolution of construction issues Negotiates contract disputes and change orders to support timely project delivery Facilitates or participates in various construction-related meetings Reviews construction plans and contractor submittals to verify compliance with standards, specifications and construction best practices Reviews and approves invoices for vendor-provided goods and services Maintains detailed project records and reviews project documentation prepared by staff and vendors Frequently visits work sites to evaluate progress, quality, and compliance Provides support to department leadership for various administrative activities Manages customer issues, concerns, and inquiries promptly and professionally May be required to work nights, weekends, and holidays
Minimum Qualifications
Associate's degree in construction management, architecture, project management, engineering or a related field of study 7 years of experience in public works construction or maintenance operations with progressive responsibility 3 years of experience in a supervisory role Additional relevant work experience may be permitted to substitute for the degree requirement
Knowledge, Skills, and Abilities
Knowledge of industry standards for public works construction Knowledge of construction project management principles and practices Knowledge of operation and maintenance requirements for equipment used in construction Knowledge of construction inspection methods, materials testing procedures and traffic control requirements Strong organization skills are essential for success in this position Skill in managing the work of technical and skilled-based staff Skill in operating a personal computer and standard office equipment and software Skill in verbal and written communication Skill in applying basic mathematics and algebraic principles The ability to adapt comfortably through complex and varied organizational process, procedural, and people-related dynamics is essential for success in this role. Ability to establish and maintain collaborative relationships Ability to read and interpret contracts and technical documents Ability to work outside of normal work hours including evenings, weekends and on-call as required.
