General Position Description

We are seeking a detail-oriented Quality Control Administrator to support federal construction projects. This role is responsible for managing the complete submittal lifecycle to ensure strict compliance with federal contract requirements, specifications, and quality standards. The ideal candidate has experience working on U.S. federal projects (e.g., USACE, NAVFAC) and understands the documentation rigor required for government construction contracts.

Responsibilities


  • Coordinate the full submittal process from planning through approval.
  • Maintain the Submittal Register in accordance with contract specifications.
  • Review technical submittals for compliance with drawings, specs, and federal standards before submission.
  • Coordinate with subcontractors, suppliers, design teams, and government representatives.
  • Track submittal status, approvals, resubmissions, and procurement impacts.
  • Ensure adherence to federal quality control requirements (e.g., QC plans, Three-Phase Control Process).
  • Apply federal specifications (FAR/DFARS requirements as applicable).
  • Maintain documentation in accordance with agency-specific platforms (e.g., RMS/QCS, Procore, Primavera, or other project management systems).
  • Support preparation and compliance of:
    • Quality Control Plans
    • Accident Prevention Plans
    • Material Certifications
    • Closeout documentation and O&M manuals

  • Interface with Contracting Officers (CO), Contracting Officer Representatives (COR), and government QA personnel.
  • Participate and help to prepare meetings, coordination meetings, and progress meetings.
  • Assist in implementing project-specific Quality Control programs.
  • Support inspection tracking and testing documentation.
  • Ensure approved submittals are distributed to field teams for execution.
  • Other duties as assigned.


Qualifications


  • Must be a US Citizen.
  • High school diploma required.
  • Bachelor's degree in Construction Management, Civil Engineering, or related field preferred.
  • 3+ years of experience in construction related projects.
  • Working knowledge of:
    • USACE RMS/QCS systems
    • Federal construction specifications
    • Three-Phase Quality Control Process

  • Strong technical writing and document control skills.
  • Proficiency in construction management software (e.g., Procore, Primavera P6, Bluebeam, MS Project) preferred.
  • Exceptional attention to detail.
  • Strong organizational and time-management skills.
  • Ability to manage multiple tasks simultaneously.
  • Clear and professional written communication.
  • Collaborative team player with proactive problem-solving skills.


Physical Requirements (if applicable)


  • Must be able to traverse, climb, and inspect all areas of jobsite in all types of weather, including but not limited to confined spaces and work at heights; this may include walking, climbing, reaching, bending, crouching, kneeling, crawling, stretching.
  • Must be able to lift 50 pounds at a time.
