Under the supervision of the planner, administers both long and short-range planning programs of the City related to the development and implementation of land use, district standards, and policies. This work includes the development of the comprehensive plan, transportation master plan, and related programs for the utilization of land and physical facilities of the City. The Associate Planner assists in the development and administration of the land development regulations and is responsible for maintaining the departmental GIS database, including the City's E-911 records. Act as project lead with interns and part-time or temporary employees as assigned.

*Compiles and analyzes data on economic, social, and physical factors affecting land use, and prepares or requisitions graphic and narrative reports on data. *Confers with local authorities, civic leaders, social scientists, and land planning and development specialists to devise and recommend arrangements of land and physical facilities for residential, commercial, industrial, and community uses. *Recommends governmental measures affecting land use, transportation, public utilities, community facilities, and housing to control and guide community development and renewal. *Assists in the development and interpretation of City ordinances and evaluates proposals to ensure compliance with applicable codes. *Reviews boundary line adjustments and other plats. *Coordinates the review of land development proposals for compliance with the land development regulations. *Assists in the formulation and maintenance of a master transportation plan including representing the City on the Greenville-Pickens Area Transportation Study Committee. *Coordinates City planning programs and performs routine and complex assignments in a wide variety of planning work, such as the preparation of project outlines, selection of data sources, and detailing of plans for reports of capital improvements, elements of the comprehensive plan, major zoning changes, neighborhood centers, and community development projects. *Responds to inquiries about city planning and zoning regulations and ordinances *Serve as project lead while working with interns assigned to the Planning and Development Department to complete assigned task. *Assists with staff support and prepares plans, presentations, and graphics for City Council, Planning Commission, Architectural Review Board, and Zoning Board of Appeals meetings including assisting with administrative duties required for the Planning Commission meetings. *Prepares surveys and studies, routine drafting, map preparation and maintenance, and graphic displays of project layouts. *Supports 911 Coordinator as needed; recommends new addresses, ensures street names are correct and not duplicated before submittal to the Planning Commission; serves as liaison with Pickens County E-911 Department as it relates to the City of Clemson; provides updates and notices of development to other agencies or departments. *Gathers and coordinates planning and zoning and design data and information as needed. *Coordinates planning research projects; develops methodology, as well as, maintains appropriate files and exhibits. Performs assigned duties and projects to achieve goals within available resources; plans and organizes workloads; reviews progress and directs changes as needed while keeping the Planning and Codes Director apprised of progress. *Coordinates long-range planning and assists in grant preparation. *Assists in the development of plans, regulations and standards; gathers, interprets, and prepares data for studies, reports, and recommendations; coordinates department activities with other departments and agencies as needed. *Provides technical and professional advice; makes presentations to supervisors, boards, commissions, civic groups, and the general public. *Assists in the development and implementation of growth management, land use, economic development, utility, housing, transportation, facilities, solid waste, or other plans and codes to meet the City's needs and any inter-governmental agreements or requirements. *Evaluate land use proposals for conformity to established plans and applicable city, state, or Federal ordinances; evaluate proposals' development impact as they relate to the adopted plans of the City and make recommendations. * Assists with other Planning and Development staff responsibilities as delegated. Evaluate environmental information and recommend mitigation measures to reduce adverse impacts of development. *Assists in designs for parks, streetscapes, landscapes, and other municipal projects. *Serves when needed as a member of a planning task force composed of City, County, or State groups. *Attends professional development workshops and conferences to keep abreast of trends and developments in the field of municipal planning. *Operate a variety of equipment such as personal computers, motor vehicles, and copy machines. *Uses a variety of computer software such as the Microsoft Suite, Google Suites, Canva, Adobe Acrobat, and Adobe Photoshop, as well as, ESRI ArchGIS and related software. *Interacts and communicates with various groups and individuals such as the Planning and Development Director, co-workers, other City department heads and employees, and the general public. Additional Job Functions *Serves as a member of various staff committees as assigned. *May review and evaluate environmental impact reports related to private and public planning projects and programs. *Is required to fill in other positions within the department as directed by the Planning and Codes Director. *Performs related duties as required by the Planning and Codes Director.

Minimum qualifications & Requirements
-
Education and Experience Requirements: Bachelor's degree in land-use planning, urban planning, landscape architecture, or a closely related field and four (4) years of experience in municipal planning or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.
Licenses or Certifications: Must have a valid South Carolina Driver's License, or ability to obtain one.
