Brief Summary of Job Duties:

Assist the Director and Associate Director in managing pre-design phases of major capital development projects. Independently manage pre-design phases of capital projects ranging from $35,000 up to over $200 million. Draft requests for qualifications, scope of work, and contract documents including professional services agreements. Analyze fee proposals and negotiate professional fees; manage project budgets and accounts. Prepare analyses, space programs, and plans to support the Long Range Development Plan. Coordinate feasibility studies and programming phases for new capital projects.

Represent Capital Development in screening architects and design professionals. Serve as an advisor to Building Committees and ad hoc committees. Oversee and coordinate consultant deliverables including Detailed Project Programs and feasibility studies. Manage campus programming analyses with faculty and campus professional and facilities staff. Perform technical review of laboratory specifications and MEP systems.

Prepare Business Case Analyses and conduct alternative analysis in coordination with Financial Planning Analyst. Provide staff support for the annual Capital Financial Plan submittal. Advise senior administration, faculty, and students on space needs and capital planning. Provide expertise on space utilization, alternative uses, and future space needs. Develop forecasts and draft technical reports addressing space planning. Conduct planning and programming surveys and evaluate space standards. Prepare documentation for campus and external project approvals. Draft Certified Checklists and backup documents for projects under delegated authority. Support private activity reporting in tax-exempt financed facilities.

Draft staff reports, Project Planning Guides, and Regents Items for project approvals. Coordinate with UC Office of the President (UCOP) on submittals and trends. Review project submissions for policy compliance and accuracy. Draft summary statements for project approval by Chancellor or designate.

Serve as primary campus user of Capital Project Database; maintain status reports and deliver monthly updates. Interface with Design & Construction Services on budget and schedule tracking.

Required Qualifications:

  • Bachelor's degree or foreign equivalent in Design (Interior), Planning, Architecture, or related field.
  • Five (5) years of experience as an Interior Designer, City Planner, Facilities Project Leader, or other planning-related occupation.

Must also have experience with the following:

  • Facilities space planning, programming, and design;
  • planning or design for research and laboratory facilities and infrastructure;
  • planning or design for educational institutions;
  • managing architecture firms and participating in the hiring process;
  • working with teams of architects, engineers and other subconsultants;
  • working with a variety of stakeholders, including executives and professional staff;
  • managing committees and meetings with executive and professional staff;
  • collaborating with project clients and user groups;
  • working on major capital projects ($1 million+);
  • building Code compliance;
  • working with LEED buildings;
  • writing programming and project documents;
  • managing and organizing large spreadsheets and data; and
  • specialized software applications: AutoCAD, Visio, and Excel.

Job Functions and Percentages of Time:

  • 40% Capital Planning - Assists Director and Associate Director managing pre-design phases of major ($1,000,000+) capital development; independently manages pre-design phases of minor capital projects ranging in budget from $35,000 to $1,000,000 and major capital projects ranging in budget from $1,000,000 to $200,000,000; drafts projects' "scope of work" and contract documents; formulates terms of professional services agreements; analyzes fee proposals and negotiates professional fees for service; manages project budgets and accounts. Prepares analyses, space programs and plans to meet projected capital needs in support of the Long Range Development Plan. Includes working with Senior Campus Management and the Campus Planning Committee. Coordinates feasibility studies and detailed programming phases for new capital projects. Represents Capital Development in the screening process of architects and design professionals. Serves as an advisor to Building Committees and ad hoc committees. Oversees and coordinates consultant's deliverables including Detailed Project Programs (DPP) and feasibility studies. Performs technical reviews of laboratory specifications and MEP systems; Prepares Business Case Analyses for capital projects; analyzes project alternatives and coordinates with the Financial Planning Analyst to conduct detailed cost analysis of alternatives in support of preferred project solutions. Provides staff support for preparation of the campus' annual 10-Year Capital Financial Plan (CFP) submittal to the UC Office of the President. Frequently advises and interacts with senior administration, faculty, staff and students on matters regarding campus facilities, space needs and capital planning.
  • 35% Space Planning - Provides technical expertise and advice regarding space utilization, alternative facility uses, and future space requirements; develops spreadsheets to forecast space needs for University facilities including instruction, research, academic, administrative and student life spaces; evaluates space standards. Drafts technical reports that identify problems and offer solutions; conducts facility planning and programming surveys. Provides space planning advice to campus administrators and Academic Senate leaders; Represents the campus at meetings and conferences involving University in matters related to building space planning, programming, funding, and utilization.
  • 10% Project Approvals & Process Management- Prepares documentation supporting the approval process for campus approvals, including minor capital projects ($35,000 to $1,000,000) and major capital projects over $1 Million. Prepares Certified Checklist and associated backup documents as necessary to process major capital project approval under the Chancellor's delegated authority for projects up to $70,000,000 utilizing non-State fund sources. Works closely with the Director, Associate Director, and Director of Real Estate to manage annual reporting on Private Activity in campus facilities financed with tax exempt funding vehicles. Drafts capital project staff reports (Items for Discussion and Action) for consideration by the Campus Planning Committee, and drafts Project Planning Guides (PPG) and Regents Items for project approvals. Interacts and coordinates with UC Office of the President on campus projects and submittals. Maintains ongoing dialogue with UCOP personnel to understand changing trends and directions with regards to particular capital projects. Reviews submissions for compliance with campus policies and for accuracy of information. Drafts summary statements for presentation to Chancellor or designate for project approvals.
  • 10% Project Database - Serves as primary campus user of the Office of the President Capital Project Database tracking the budget and schedule performance of all major capital projects. Utilizes database to maintain current status of all Capital Improvement Budget updates. Interfaces with personnel in Design & Construction Services to update status regarding project progress and budget status. Delivers monthly reports to the Director of Capital & Physical Planning, the Vice Chancellor - Chief Financial Officer, and other Senior Officers as appropriate.

  • 5% - Other Duties as needed.
