Position Summary
VersAbility Resources is seeking an experienced HR Recruiter to manage the full-cycle recruitment process for a variety of Government Contract positions. This role partners closely with hiring managers to develop recruiting strategies, source top talent, coordinate hiring activities, and deliver an exceptional candidate experience while ensuring compliance with federal employment laws and government contract requirements.
The ideal candidate is a proactive recruiter who enjoys building relationships, developing talent pipelines, organizing hiring events, and finding creative ways to attract qualified candidates. Experience recruiting within government contracting, regulated industries, or high-volume environments is strongly preferred.

What You'll Do
*Manage full-cycle recruitment from approved requisition through accepted offer.
*Partner with hiring managers to develop recruiting strategies and provide hiring guidance on processes and best practices
*Source qualified candidates through job boards, LinkedIn, referrals, military transition programs, workforce partners, community organizations, and other recruiting channels.
*Build and maintain talent pipelines for high-volume, recurring, and difficult-to-fill positions.
*Conduct phone screens, evaluate candidate qualifications, and coordinate interviews.
*Prepare contingent offers and coordinate pre-employment requirements.
*Recruit for positions supporting federal contracts, including roles requiring security clearances and military installation access.
*Coordinate AbilityOne qualification documentation while maintaining HIPAA compliance.
*Maintain accurate applicant records within the ATS and HRIS.
*Monitor recruiting metrics and provide hiring updates and reports.
*Coordinate hiring events, job fairs, recruitment marketing initiatives, and community outreach activities.
*Build and maintain partnerships with workforce agencies, military transition programs, educational institutions, vocational rehabilitation providers, and community organizations.
*Stay current on recruiting best practices, employment laws, sourcing strategies, AI recruiting tools, and government contracting requirements.
*Assist with onboarding activities, process improvements, and recruitment initiatives.
*Perform other duties as assigned.

Schedule
This is a hybrid, full-time position scheduled Monday through Friday, 8:30 a.m. to 4:30 p.m. Employees are expected to work three days per week in our Norfolk office and two days remotely from a home-based, distraction-free work environment.
Candidates must be flexible to adjust their schedule based on organizational needs. Occasional travel is required for hiring events, meetings at our Hampton Corporate Office, and to build and maintain partnerships with community organizations, schools, workforce agencies, and other stakeholders. Evening and weekend hours may be required to support recruiting events and business needs.

Qualifications
*Bachelor's degree in Human Resources, Business Administration, Psychology, Communications, Marketing, or a related field preferred; equivalent recruiting experience may be considered or combination of the two.
*Minimum of three (3) years of full-cycle recruiting experience.
*Experience managing multiple requisitions in a fast-paced environment.
*Experience using an Applicant Tracking System (ATS) and Microsoft Office Suite.
*Strong knowledge of employment laws, recruiting best practices, and candidate sourcing strategies.
*Excellent communication, relationship-building, and customer service skills.
*Strong organizational skills with exceptional attention to detail and the ability to manage competing priorities.
*Valid driver's license with the ability to travel for hiring events, community outreach, and business needs.
Preferred Qualifications
*Experience recruiting for government contracts, federal contractors, or other compliance-driven industries.
*Experience with high-volume recruiting and workforce planning strongly preferred.
*Knowledge of the AbilityOne Program, SourceAmerica, or disability employment initiatives.
*Experience recruiting for positions requiring security clearances or military installation access.
*Experience planning and coordinating hiring events, job fairs, and recruitment marketing initiatives.
*SHRM-CP, SHRM-SCP, AIRS, LinkedIn Recruiter Certification, or other Talent Acquisition certification.

Work Environment & Physical Requirements: This position operates under an approved hybrid work schedule, requiring regular onsite work at our Norfolk office and remote work from a designated home office. The HR Recruiter regularly collaborates with hiring managers, candidates, employees, community partners, educational institutions, staffing agencies, military transition programs, vocational rehabilitation providers, and government contract personnel.
The role requires frequent travel to career fairs, hiring events, networking opportunities, educational institutions, and community outreach activities. Occasional travel to organizational or contract locations may be required to support hiring managers, build recruiting partnerships, and participate in workforce initiatives. Employees must be able to transport and set up recruitment materials weighing up to 50 pounds and maintain a secure, distraction-free remote workspace that protects confidential applicant and employee information.
