Supervising Staff Specialist.
There is one (1) vacancy in the Strategic Incentives Division and one (1) vacancy in the Technology Implementation Office.
These are full-time, represented positions.

Strategic Incentives Division
The
Strategic Incentives Division supports the Air District's mission by managing incentive funding that is awarded to eligible projects that achieve voluntary reductions of air pollutants and greenhouse gases, primarily from on- and off-road vehicles and equipment that operate in the Air District's jurisdiction. Annually, the Strategic Incentives Division administers more than $90 million in new revenue to fund programs and projects that replace older diesel-fueled vehicles and equipment such as school and transit buses, marine vessels, locomotives, trucks, construction equipment, agricultural equipment, lawn and garden equipment, and other mobile equipment, with newer, cleaner alternatives, including zero-emission technologies, and install refueling/charging infrastructure that supports the accelerated adoption of zero-emissions vehicles and equipment. Other examples of programs administered by staff in Strategic Incentives support the reduction of single-occupancy vehicles, provide cash and mobility options to residents for turning in their older vehicles, and provide grants to reduce pollution from woodburning devices. The Strategic Incentives Division also works to develop and implement incentive programs to meet community identified strategies for reducing air quality disparities and that benefit the Bay Area's most overburdened communities.
The Supervising Staff Specialist will provide direct staff supervision, leadership, and quality assurance for essential program activities within the division. The position will take a lead role and serve as a subject matter expert in the administration of state and federally funded grant programs such as the Carl Moyer Program, Community Air Protection Incentives Program, FARMER Program, Commercial Electric Lawn and Garden Equipment Exchange Program, and Clean HEET Program.
The Supervising Staff Specialist will oversee a team administering incentive and grant funded programs and empower the team to provide successful programs that will benefit communities, meet program obligations, and advance the mission of the Air mission. The position will be responsible for developing and implementing new or revised programs; evaluating and updating program policies, procedures, and processes; monitoring program performance, budgets, and expenditures; managing complex and high-priority projects, and ensuring compliance with applicable local, state, and federal laws, regulations, and funding requirements.
The Supervising Staff Specialist will collaborate with local, state, and federal government agencies, funding partners, contractors, vendors, and other program stakeholders to ensure the effectiveness of incentive programs. The position will also oversee contracts and grant administration, program outcomes, and opportunities to improve program efficiency and effectiveness. Additional job duties include presenting to the Board of Directors and other stakeholders; preparing written reports, memos, and other program materials; and liaising with CARB and other agencies.
Technology Implementation Office
The
Technology Implementation Office (TIO) was established in 2017 and its mission is to advance emerging solutions to reducing greenhouse gas emissions for the transportation and industrial source sectors. TIO connects climate technologies and customers by providing financial incentives (through grants and loans) as well as technical and matchmaking support. Climate technology areas include zero emissions vehicles and infrastructure, zero emissions energy storage and backup systems, composting, and waste-to-energy projects (co-digestion, waste treatment, anaerobic digestion, combined heat and power). By supporting the scale-up of climate technologies, TIO can help achieve state and regional greenhouse gas emissions targets, reduce emissions in impacted communities, while also making technologies cost-effective even in regions without strong climate policies.
The Air District is seeking a Supervising Staff Specialist to oversee implementation of the Air District's light-duty transportation incentive programs. The position will primarily supervise staff responsible for the Clean Cars for All Program and may also support the Air District's Charge! Program and other EV charging infrastructure programs and projects.
The Supervising Staff Specialist will supervise a team responsible for administering incentive and grant-funded programs, overseeing contractors and program partners, developing and implementing program policies and procedures, monitoring program performance and budgets, and ensuring compliance with applicable funding requirements. The position will work closely with local, state, and federal government agencies, funding agencies, community-based organizations, dealerships, contractors, and other program stakeholders.
The ideal candidate will have experience supervising professional staff, administering public grant programs, contracts, or incentives, and managing complex projects involving multiple stakeholders.
Definition
Under direction, supervises the staff and activities for assigned programs in the areas of incentives, contracts, business services, finance, budget, and facility management; and performs related work as assigned.
Distinguishing Characteristics
This is the supervisory level in the Staff Specialist series. This class provides both supervision and professional services in support of the Air District's goals and objectives. Incumbents are responsible for accomplishing program goals and objectives within policy guidelines. This class is distinguished from manager levels in that the latter have overall management responsibility for assigned programs and staff.

Supervise preparation of Requests for Proposal (RFPs) and Requests for Quotations (RFQs); prepares contract documents and other agreements using standard District procedures; and reviews and negotiates contract terms and conditions.
Coordinates and facilitates workshops, meetings, and trainings on the technical application and interpretation of District programs, regulations and rules; makes presentations and develops supporting technical materials.
Maintains computer databases and program records.
Supervises internal and external audits for programs and physical inspections to ensure compliance with program requirements; prepares and presents staff reports to the District's Board of Directors, and/or sub-committees.
Supervises and coordinates research and prepares and presents reports as assigned.
Provides liaison and represents the District with industry, attorneys, the public and other agencies to obtain and disseminate technical and operational information.
Oversees the preparation and response to correspondence directed toward public and private organizations relative to programs; responds to oral and written requests for information about programs.
Explains and interprets technical policies, rules and regulations regarding programs; gathers and prepares background information.
Performs other duties as assigned.

Education & Experience A typical way to obtain the knowledge and skills is:
Equivalent to a Bachelor's degree and four years of experience developing and administering programs.
Some positions may require more specialized education, training and experience.
