We are currently seeking a FMS Financial Management Analyst, Journeyman to support PMA-261 at the Patuxent River, MD Program Office. The candidate will be a member of the FMS Team and International Business programs/activities which are under the cognizance of PMA-261, and shall provide financial management support.

Functional Description:

Conduct quantitative analyses of information affecting investment programs of public or private institutions. Performs managerial/cost accounting, budgeting, funding execution, manpower management, workload, acquisition, document management, system support, and financial analyses to provide efficient allocation and effective utilization of financial resources, making recommendations for improving operations, systems, and reporting. Proficiency in NERP, Appropriation Types and Spend Plan Management.

Duties will include, but are not limited to:

* Participates as a member of and/or supports the overall program and the FMS Team.

* Provide financial management support for PMA-261 Foreign Military Sales cases throughout the pre-case, case development, implementation, execution, reconciliation, and closure phases.

* Serve as a self-starter responsible for the entry, maintenance, analysis, and tracking of budget, financial, and acquisition data within the NAVAIR Common Spend Plan Tool (CSPT) and Procurement Management Tool (PMT), including the development and maintenance of financial visualizations.

* Demonstrate proficiency with the NAVAIR Acquisition Management System (AMS) Suite of Tools and other applicable FMS, financial management, and case management systems.

* Develop and maintain FMS financial status reports, spend plans, execution reports, funding trackers, and other financial management products used to support program decision-making.

* Track and analyze FMS case funding, commitments, obligations, expenditures, disbursements, available balances, and execution performance to ensure the effective utilization of financial resources.

* Develop and analyze pre-case pricing data, Price and Availability estimates, Letters of Offer and Acceptance, Amendments, Modifications, and individual FMS case-element estimates.

* Enter, maintain, validate, and reconcile case and financial data within the Defense Security Assistance Management System and other applicable Navy and Department of Defense systems.

* Prepare, review, process, and track financial and acquisition documentation, including Procurement Requests, funding documents, Work Requests, Requisitions, Procurement Initiation Documents, and contract funding actions.

* Coordinate routinely with Business Financial Managers, FMS Case Managers, IPT leadership, contracting personnel, field activities, Navy International Programs Office, and other stakeholders regarding funding requirements, execution status, and financial risks.

* Perform financial analysis for active FMS cases, potential FMS customers, and International Cooperative Development Programs, identifying funding shortfalls, execution concerns, schedule impacts, and recommended corrective actions.

* Research and reconcile financial discrepancies between case management, accounting, acquisition, and execution systems to ensure the accuracy and integrity of FMS financial data.

* Support Case Reconciliation Reviews, Program Management Reviews, financial reviews, site surveys, and other program or customer meetings by preparing financial briefings, reports, metrics, and supporting documentation.

* Reconcile commitments, obligations, expenditures, disbursements, and remaining balances to support the timely financial closure or termination of FMS cases.

* Apply analytical techniques to evaluate program cost, schedule, funding execution, and performance, and provide clear recommendations to PMA-261 leadership and FMS stakeholders.

* Maintain a high level of proficiency in Microsoft Outlook, Teams, Word, Excel, PowerPoint, and SharePoint, with advanced Excel skills preferred for financial analysis, data reconciliation, reporting, and visualization.

Required Education:

Journeyman - BA/BS degree.

Allowable substitution:

Associate's Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

OR

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor's Degree.

Required Experience:

* Journeyman - Three (3) to Ten (10) years of combined experience performing duties described in the functional description, with at least 2 of those years performing financial analysis and execution with DON acquisition using NERP.

* Experience supporting FMS casework in in accordance with the Arms Export Control Act, the Security Assistance Management Manual (SAMM) and the International Traffic in Arms Regulation (ITAR) as well as applicable DoD Acquisition policy guidance.

Desired Experience:

* Journeymen - Knowledge of Appropriation Types and experience using the NAVAIR Common Spend Plan Tool. Knowledge of Security Assistance Programs or prior United States Navy (USN) or United States Marine Corps (USMC) active-duty experience.

Must be able to obtain and maintain a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Compensation at Precise Systems is determined by various factors, including education, experience, skills, competencies, and contract-specific requirements. The salary range for this position is $78,433.26 to $117,649.90 (annualized USD). This range represents the standard pay for this role and is just one component of Precise Systems' total compensation package.
