Description of Task to be Performed: AnaVation is seeking two highly experienced Senior Cyber Advisors to provide senior-level advisory support across the Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) portfolios. These positions serve as trusted advisors to Government leadership, providing strategic insight, technical expertise, and programmatic oversight to improve the effectiveness, governance, and execution of intelligence, cyber, and targeting initiatives. Advisors will work directly with Government stakeholders to evaluate program performance, identify capability gaps, mature governance processes, and strengthen integration across multiple mission areas. They will synthesize complex operational and technical information into actionable recommendations, enabling informed decision-making at the senior leadership level while ensuring alignment with USCYBERCOM priorities and mission objectives. This position is full-time on-site in Ft Meade, Maryland. Position Responsibilities: The Senior Cyber Advisors will independently and collaboratively provide executive-level advisory support including program evaluation, portfolio management, and technical integration support across the C5ISRT portfolio. Responsibilities include:
- Conduct comprehensive assessments of programs, projects, and mission initiatives to identify strengths, deficiencies, risks, and opportunities for improvement, providing objective recommendations regarding program continuation, restructuring, or termination.
- Provide portfolio management support across multiple cyber, intelligence, and targeting initiatives, ensuring alignment with priorities, strategic objectives, and mission requirements.
- Develop an in-depth understanding of assigned programs, technical architectures, operational workflows, organizational dependencies, and stakeholder relationships to provide informed strategic recommendations.
- Establish and mature project management methodologies, governance processes, performance metrics, and lifecycle management practices that improve program execution, accountability, and transparency.
- Develop and maintain executive dashboards, portfolio tracking mechanisms, project management templates, resource management tools, and reporting frameworks that enable data-driven decision-making.
- Engage regularly with Government leadership, project managers, technical leads, intelligence analysts, and mission partners to gather operational insights, validate requirements, identify dependencies, and facilitate cross-organizational collaboration.
- Review program and governance documentation, requirements, CONOPS, implementation plans, and technical deliverables for completeness, quality, and alignment with mission objectives, recommending refinements where appropriate.
- Assist Government leadership in developing and refining program requirements, governance models, organizational structures, resource allocation strategies, and operational processes that improve enterprise-wide execution.
- Prepare and deliver concise, high-quality executive briefings that communicate technical findings, program status, portfolio risks, resource implications, and strategic recommendations to senior Government leadership.
- Support the development of enterprise governance frameworks, portfolio management processes, decision boards that improve oversight, accountability, and mission integration across the C5ISRT portfolios.
- Serve as a recognized subject matter expert in cyber operations, intelligence integration, C5ISRT providing technical guidance and strategic recommendations that improve operational effectiveness.
- Perform other advisory, analytical, and strategic planning duties as assigned in support of evolving mission priorities.
Required Qualifications:
- Clearance: U.S. Citizen, TS/SCI cleared within last 2 years.
- Education: Bachelor's degree in Intelligence Studies, Cybersecurity, Engineering or related field
- Location: Full-time on-site in Ft Meade, Maryland.
- Experience and knowledge:
- 7+ years supporting DoD, IC, or Combatant Command missions.
- Experience supporting headquarters-level organizations (Combatant Command, Service Component Command, Joint Staff, or Intelligence Community headquarters) with program management, governance, or strategic planning activities.
- Demonstrated experience supporting cyber operations, intelligence, C5ISRT, or related mission areas within operational, strategic, or headquarters environments.
- Proven experience conducting program assessments, portfolio management, organizational analysis, or technical oversight for complex Government or military programs.
- Experience developing, evaluating, or managing program requirements, CONOPS, resource allocation strategies, or program lifecycle processes.
- Demonstrated ability to analyze complex technical, operational, and organizational information and translate findings into clear, actionable recommendations for Government leadership.
- Experience coordinating with multiple Government stakeholders, technical teams, and mission partners to gather requirements, build consensus and resolve issues.
- Excellent written and verbal communication skills with experience preparing executive-level briefings, white papers, decision papers, and program documentation for senior Government leaders.
- Demonstrated ability to manage multiple priorities simultaneously while operating independently in a dynamic, fast-paced environment.
- Proficiency with Microsoft Office applications, including Excel, PowerPoint, Word, and Microsoft Teams, with experience developing executive dashboards, reports, or portfolio tracking products.
Preferred Qualifications:
- Clearance: Current or previous Counterintelligence (CI) or Full Scope Polygraph completed within the past five (5) years.
- Education: Master's degree in related discipline is preferred.
- Certification: Cyber Security Analyst (CySA+) or equivalent
- Experience and Knowledge:
- 10+ years of experience supporting Department of Defense, Intelligence Community, Combatant Command, or Joint Staff missions.
- Experience supporting headquarters-level organizations.
- Familiarity with DoD requirements development, capability management, strategic planning, or portfolio management processes.
- Deep expertise in USCYBERCOM operations, targeting processes, or C5ISRT analytic methodologies.
- Familiarity with cyber program evaluation, analytic tradecraft, or mission integration across cyber-intel-targeting domains.
- Training or certification in cybersecurity, systems engineering, project management, or governance frameworks (e.g., CySA+, PMP, NIST CSF).
