Title: HR Manager

Salary: $140,000-$150,000
Location: Long Island City, Queens

Job Description:

The HR Manager is responsible for overseeing all Human Resources functions for the entire company. This role serves as a strategic and operational partner to leadership across both East Coast and West Coast regions, ensuring consistent application of HR policies, compliance with federal and state regulations, and a strong employee experience. The HR Manager manages full employee lifecycle processes, including overseeing recruitment, onboarding, benefits administration, employee relations, compliance, and performance management. This role is also responsible for managing and supporting the HR Coordinator and collaborating closely with Office Management and IT to support business continuity.

DUTIES & RESPONSIBILITIES:
High-Level Responsibilities

  • Serve as the primary HR contact for Corporate HQ and the West Coast office
  • Ensure consistent implementation of HR practices and compliance with applicable employment laws in both locations
  • Supervise the HR Coordinator and collaborate cross-functionally with Office Management and IT
  • Provide HR leadership support to senior management, including coaching, employee development, and strategic initiatives

New Hire Process & Onboarding

  • Manage the hiring process through re360, including offer negotiation and onboarding for both offices
  • Set up user access for all HR systems; oversee completion of tax forms, background checks, and employment verifications
  • Coordinate with IT and Office Management to ensure desk and equipment readiness
  • Conduct Day 1 Orientation, including Company Handbook review, benefit overview, and cultural onboarding

Payroll & Benefits Administration

  • Oversee weekly time entry approval in HH2 to ensure timely and accurate payroll
  • Serve as the benefits liaison for all employees, resolving issues and facilitating interactions with benefit carriers
  • Act as the primary contact for Workers' Compensation and Disability claims
  • Design and oversee leave plans in compliance with federal, state, and local laws
  • Manage open enrollment
  • Manage 401k contributions, withdrawals, and loans
  • Process employee expense reimbursements and partner with accounting as needed

Compliance, Policy & Procedure

  • Develop and maintain HR processes and documentation to ensure compliance and legal protection
  • Draft and update Company policies, Employee Handbook, and job descriptions
  • Maintain compliant and organized personnel files across both offices
  • Standardize policies and workflows that support consistency and accountability company-wide
  • Serve as an ethical advisor to leadership, reinforcing a culture of professionalism

Employee Relations & Development

  • Proactively address employee concerns, resolve issues, and document incidents appropriately
  • Build and maintain positive relationships with employees at all levels through clear, consistent communication
  • Support managers in delivering performance reviews and addressing coaching needs
  • Coordinate terminations, offboarding procedures and equipment return with IT and Office Management
  • Track training, licenses, and certifications (e.g., OSHA, Superintendent)
  • Promote equity and fairness through policy enforcement and accountability standards

Management & Strategy

  • Supervise HR Coordinator in daily operations and assist in their professional development
  • Guide senior management through employee performance, compliance, and cultural matters
  • Oversee internal investigations, complaints, and mediations
  • Collaborate with the Office Coordinator on fleet management and authorized driver issues
  • Lead internal HR communications and contribute to company-wide initiatives

REQUIREMENTS:

  • 12-15+ years of progressive HR experience, preferably within construction or professional services
  • Strong knowledge of both California and multi-state employment laws and HR best practices
  • Experience managing teams and supporting multiple locations
  • Proficiency with re360, HH2, and the Microsoft Office Suite
  • Strong attention to detail, organizational skills, and discretion with sensitive information
  • Confident communicator and advisor with a proactive, solution-oriented mindset.

WORK CONDITIONS:

  • 40 hours per week, in office
