The Opportunity

Reporting to the Director within the U.S. Rates & Regulatory group, this manager level position involves work relating specifically to TC Energy's U.S. Natural Gas Pipeline (USNG) Tariffs, which set forth the terms and conditions under which TC Energy's interstate natural gas pipelines provide service. The successful candidate must be an effective problem solver, possess strong writing and verbal communication skills, and be able to analyze and apply tariff language as well as Federal Energy Regulatory Commission (FERC) policy and regulations to various commercial opportunities.

This position works closely with all U.S. Commercial teams, including Marketing, Business Development, Legal, Operations, Accounting, and other teams to support and implement commercial business initiatives that impact both individual pipelines and the broader organization. Valuable input and recommendations are expected of this position to contribute to strategic decisions regarding TC Energy's regulated pipeline assets. In addition, this position will interact with regulatory agencies, customers, and consultants.

What you'll do

  • Work closely with Legal, Marketing, Business Development, and other groups to develop regulatory filings for new services or enhancements to existing services in support of commercial objectives by recommending creative solutions within the regulatory framework.
  • Act as a point of contact for FERC, Marketing, Business Development, Legal, Operations, Accounting, and other groups helping drive company initiatives. A successful candidate is expected to develop and maintain strong working relationships with all internal and external stakeholders.
  • Lead regulatory approval process for tariff filings from concept phase to final submission to FERC, while meeting critical timelines. Ensure regulatory and legal compliance requirements are met.
  • Evaluate legal and regulatory requirements, identify potential compliance issues, and coordinate efforts to address potential non-compliance.
  • Manage a team of Regulatory Analysts and provide continuous knowledge development for that team.
  • Be comfortable presenting and leading company initiatives (ie.technical conferences and customer meetings)
  • Monitor and analyze regulatory changes and their impact on the company's operations.

Minimum Qualifications

  • Bachelor's degree in Business, Finance, Economics, Accounting, Law, or a related field.
  • Minimum 8 years of related experience, including at least 3 years of experience in regulatory affairs, interstate natural gas tariff management, or a similar function within the energy or pipeline industry.
  • Demonstrated leadership and people management experience.
  • Ability to make decisions and recommendations on issues that can have significant impact to the company.
  • Strong writing, critical thinking, research, and verbal communication skills.
  • Ability to create and maintain stakeholder relationships to enable strategy execution.

Preferred Qualifications

  • Three to five years of regulatory work experience in the natural gas industry.
  • Proven ability to comprehend and interpret interstate natural gas tariffs in addition to FERC policy/regulations and to draft complex interstate natural gas tariff filings with limited oversight.
  • Advanced experience with Microsoft Word and Excel.
  • Ability to work independently within the framework of a team-oriented environment.
