Qualifications


  • Engineering degree in any discipline.
  • Minimum 5 years of construction engineering experience.
  • Minimum 5 years of experience performing the duties outlined in the position description.


Responsibilities

  • Serve as Project Engineer on assigned construction contracts administered by the Resident Office.
  • Perform routine project engineering tasks independently and escalate complex issues to the appropriate supervisor.
  • Participate in all phases of the contract modification process, including:

    • Preparing scopes of work for Requests for Proposals (RFPs).
    • Assisting with preparation of government cost estimates.
    • Reviewing contractor proposals.


  • Consult with customer representatives, cost-sharing partners, and project managers regarding project progress, outstanding issues, and potential delays.
  • Arrange and conduct pre-work meetings and participate in coordination, preparatory phase, and safety meetings.
  • Review plans and specifications to understand construction requirements and design criteria.
  • Identify deficiencies, differing site conditions, and user-requested changes; recommend modifications to plans and specifications as needed.
  • Provide lessons-learned feedback to design teams.
  • Develop Quality Assurance (QA) Plans and ensure implementation in accordance with applicable regulations.
  • Support the onsite Quality Assurance Representative (QAR) with construction activities related to quality, safety, and coordination.
  • Conduct periodic inspections of contractor work to ensure compliance with plans, specifications, and contract requirements.
  • Monitor construction schedules and project milestones; identify potential delays or schedule slippage and advise the Resident Engineer accordingly.
  • Maintain and update project status in the RMS system, including potential issues and milestone events.
  • Review contractor plans and technical submittals, including:

    • Progress schedules
    • Environmental programs
    • Safety and quality control programs
    • Certifications
    • Shop drawings


  • Prepare correspondence related to contractor performance, Requests for Information (RFIs), and other technical matters.
  • Assist with reviewing contractor disputes and claims and provide recommendations for resolution.
  • Prepare partial and final payment estimates, including:

    • Measurement and computation of pay-item quantities.
    • Verification of materials on hand.
    • Determination of percentage completion for lump-sum items.


  • Continuously monitor construction progress and communicate potential schedule impacts to the Resident Engineer.


Worksite Requirement

  • 100% on-site at Ellsworth Air Force Base, South Dakota.
  • Remote work is not available.
