Position Summary

Leisnoi Governmental Services (LGS) is seeking a results-driven Senior Project Manager to lead high-impact initiatives within our Environmental Line of Business. In this pivotal role, you will direct cross-functional teams through the technical, financial, and administrative lifecycles of complex environmental investigation, remediation, and compliance projects. Managing CERCLA and RCRA engagements for Department of Defense (DoD) and federal civilian agencies, you will serve as the principal client liaison and work closely with senior leadership to deliver sustainable, compliant solutions. You will ensure seamless field execution, strict regulatory adherence, and exceptional stakeholder satisfaction, with periodic travel required to project sites and client meetings.



Essential Duties and Responsibilities (including but not limited to):



  • Coordinate and lead environmental investigations and remedial projects at federal facilities, ensuring compliance with EPA and DoD policies and procedures.
  • Prepares work plans and technical reports, including site characterizations, sampling plans, corrective action plans, and closure reports while ensuring rigorous adherence to quality and regulatory standards.
  • Support the implementation of strategic remediation plans for contaminant management in soil, groundwater, and other media.
  • Manage subcontractors and Joint Venture Partners to ensure appropriate project performance.
  • Coordinate and liaise with federal, state, and local regulatory agencies to ensure seamless project compliance with environmental laws and regulations.
  • Uphold stringent safety and quality standards, ensuring the implementation of best practices and protocols during fieldwork, data analysis, and reporting.
  • Serve as a staff team leader, mentor, and supervisor, including career development planning.
  • Manage staff goals such as labor volume, utilization, resourcing, staff assignments.
  • Work collaboratively with Business Development Managers and the Environmental Team to direct business line growth through profitable backlog.
  • Lead capture strategies for key pursuits and major projects within the program, ensuring those strategies yield high capture rates, and growing the business and relevant technical capabilities.



Qualifications



  • Bachelor's degree in Geology, Environmental Engineering, or Physical and Natural Sciences.
  • Minimum 10 years of project management experience in environmental investigation, remediation, and compliance, with at least 5 years focused on federal projects.
  • Experience with budget & schedule tracking including managing complex project baselines, critical path project management, earned value management, financial reporting, and delivering large-scale remediation projects on time.
  • Experience in contract administration, overseeing contractor performance, reviewing deliverables, and managing federal procurement or task orders.
  • Knowledge and experience with federal and state environmental regulatory requirements including CERCLA and RCRA. Experience with MMRP, FUDS, emerging contaminants, and/or cutting-edge remediation technologies is a plus.
  • Knowledge and experience working on Federal Facilities, including applicable EPA and DoD policies and procedures associated with environmental compliance, investigation, and remediation.
  • Flexibility for travel to field project sites, customer meetings, and other industry engagements.
  • Current 40-Hour HAZWOPER certification and 8-hour refresher required.
  • Current Professional Registration in respective field (as applicable) and/or a Project Management Institute - Project Management Professional (PMP) certification is preferred.
  • Exceptional task management capabilities, with a proven ability to handle multiple projects concurrently.
  • Strong competence in both written and oral communication, capable of conveying technical information to diverse audiences.
  • Demonstrated ability to work effectively both independently and within multidisciplinary teams.
  • Proficiency in Microsoft Office; familiarity with environmental data management tools.
  • A pre-employment drug screening is required.
  • Must possess a valid driver's license and clean driving record without restrictions.
  • Able to pass a background check, drug screening, and HAZWOPER medical exam.
