The Opportunity

Ulteig is seeking qualified candidates for a Proposal Engineer - Renewables role to support the development of high-quality, client-focused technical proposals and project cost estimates within Enterprise Operational Services. This role is responsible for driving and managing the proposal process, coordinating pursuit teams, managing proposal schedules, developing compliant and compelling proposal content, supporting estimate development, and helping ensure proposal responses clearly address client requirements and differentiate Ulteig's services. The Proposal Engineer will collaborate closely with Sales, Technical Services, Field Services, Project Management, and other internal stakeholders while contributing to continuous improvement of proposal tools, templates, workflows, and best practices. In addition to proposal leadership responsibilities, the Proposal Engineer provides technical scope development support and estimating input to help ensure proposal solutions are technically aligned with client objectives.

What You'll Do



  • Initiate and lead assigned Renewables proposal efforts from intake through final submission, including proposal planning, schedule development, stakeholder coordination, proposal document development, estimate development, color review facilitation, and final production.
  • Review RFPs, proposal intake information, and client requirements to identify missing information, compliance needs, scope clarification needs, subcontractor needs, and potential RFI items.
  • Develop proposal documents, supporting exhibits, and related sales materials using approved templates, Templafy content libraries, brand standards, and industry best practices.
  • Research, analyze, write, edit, and organize proposal content to ensure responses are accurate, persuasive, client-focused, and compliant with solicitation requirements.
  • Prepare proposal development plan (PDP), manage assignments, manage communication, and overall development and organization of the proposal response.
  • Develop project cost estimates by identifying required inputs, coordinating technical assumptions, aligning proposal scope with estimate assumptions, and incorporating feedback from pursuit team stakeholders.
  • Support development of technical approaches, execution strategies, scope assumptions, and resource requirements in collaboration with engineering and project delivery teams.
  • Partner with Sales, Technical Services, Field Services, Project Management, Legal, Safety, Quality, Procurement, and other stakeholders to gather inputs and drive timely proposal completion.
  • Review technical requirements, specifications, drawings, and client standards to identify proposal risks, assumptions, exclusions, and execution considerations.
  • Facilitate proposal kickoff, progress, Pink/Green, Red, and Gold review activities, as appropriate for the opportunity type and pursuit strategy.
  • Set up and maintain proposal collaboration tools, including Teams folders, group chats, Loop components, RFI logs, review trackers, and proposal schedule reminders.
  • Manage proposal comments, revisions, approvals, signatures, and final PDF production to support on-time, compliant, and high-quality submissions.
  • Coordinate final proposal packaging, electronic submission, and delivery to ensure compliance with all client instructions and deadlines.
  • Support proposal closeout by saving final documents, identifying reusable content, communicating content updates, and contributing to lessons learned.
  • Participate in continuous improvement efforts related to proposal workflows, tools, templates, standard content, resource libraries, and process documentation.
  • Collaborate with technical stakeholders to refine and communicate project scope in a manner that addresses client needs while supporting a clear, compelling, and compliant proposal response.
  • Manage/facilitate subcontractor elements of a proposal, as needed.
  • Lead internal opportunity-specific meetings (i.e., proposal kickoff and progress meetings).
  • Participate in the development of new processes, efficiency tools, and databases at the team and company level.
  • No supervisory responsibilities.
  • Perform other related duties as assigned.



What We Expect from You

Required Qualifications



  • Bachelor's degree in engineering (electrical, structural, mechanical, or civil), technology, renewable energy, or a related field; or equivalent combination of education and experience.
  • 2-6 years of experience in proposal development, project management, technical writing, estimating support, engineering support, or related work in Power, Renewables, infrastructure, or consulting environments.
  • Strong written and verbal communication skills, including the ability to organize technical information into clear, client-focused proposal content.
  • Strong organizational skills with the ability to manage multiple deadlines, priorities, documents, and stakeholder inputs.
  • Ability to work effectively across diverse teams, influence without direct authority, and communicate proactively to keep proposal activities moving forward.
  • Comfort working through ambiguity, asking clarifying questions, identifying gaps, and helping determine a practical path forward.
  • Ability to manage multiple concurrent pursuits in a fast-paced, deadline-driven environment.
  • Proficiency with Microsoft Word, Excel, Outlook, PowerPoint, and Teams.
  • Demonstrates openness to innovation by embracing and applying evolving technology and AI tools to enhance workflows, solve problems, and drive continuous improvement.
  • Must have authorization to work permanently in the U.S.


    Preferred Qualifications



    • Engineer in Training (EIT) certification or Professional Engineer (PE) licensure.
    • Familiarity with utility-scale solar, battery energy storage systems (BESS), substations, transmission, distribution, interconnection studies, or related renewable energy infrastructure.
    • Experience supporting proposals in the renewable energy, power delivery, engineering consulting, utility, EPC, or infrastructure markets.
    • Ability to interpret engineering drawings, technical specifications, project scopes, and construction or consulting deliverables.
    • Ability to evaluate project risks, assumptions, exclusions, and execution considerations and effectively communicate those impacts to pursuit teams.
    • Demonstrates strong critical-thinking and problem-solving skills, including the ability to assess proposal requirements, identify risks or gaps, and develop practical solutions in collaboration with pursuit teams.
    • Familiarity with Shipley color review processes or similar proposal development methodologies.
    • Proficient computer skills with experience using CRM systems, Microsoft Loop, Templafy, proposal databases, or related content management tools; Adobe InDesign and/or Adobe Illustrator is a plus.
    • Experience supporting scope and fee proposals, qualifications-based proposals, cost estimates, resumes, org charts, compliance matrices, or client-specific proposal packages.
    • Demonstrates openness to innovation by learning and applying evolving proposal tools, automation, and AI-enabled workflows to improve quality, consistency, efficiency, and stakeholder experience.

    Target Base Compensation Range for this role is $93,800 - $126,900
