Director of Payroll - Corporate Office - Woodstock, Georgia

Summary
The Director of Payroll oversees all aspects of weekly and bi-weekly payroll operations to ensure timely, accurate, and compliant processing for employees in multiple states. The Director will hire, train, and manage payroll staff, create and maintain payroll policies and procedures, ensure adherence to federal, state, and local regulations, oversee 401(k) deduction and transmission, manage garnishment administration, and perform and participate in internal and external audits. This individual will partner closely with HR, Finance, and external vendors to maintain data integrity, strengthen internal controls, and continuously improve payroll processes. In addition to supporting the day-to-day payroll issues, the Director will adopt a transformative mindset to help develop and execute a roadmap to eliminate manual tasks, minimize errors, and improve efficiency for a rapidly growing company.

Essential Duties and Responsibilities
  • Lead end-to-end processing of weekly and biweekly payroll across multiple contracts and states with accuracy, timeliness, and compliance including accurate processing of wages, overtime, premiums, differentials, leave, deductions, benefits, garnishments, taxes, bonuses, retroactive adjustments, and other payroll transactions.
  • Ensure adherence to federal, state, and local wage and hour laws, tax regulations, and reporting requirements.
  • Interpret and administer SCA and CBA payroll provisions including wage rates, overtime, shift differentials, holidays, leave, union dues, benefit contributions, and other contractual requirements.
  • Manage child support, tax levies, garnishments, and creditor orders, ensuring proper setup and remittance.
  • Address escalated payroll inquiries with professionalism, confidentiality, and strong problem-solving skills.
  • Maintain accuracy, timeliness, and audit readiness of the database and payroll records across all pay cycles.
  • Responsible for ad-hoc reporting: development, customization, uploads and downloads for periodic distribution.
  • Liaise with Union personnel to ensure timeliness and accuracy of pension and benefit payments.
  • Oversee accuracy of 401(k) deferrals, matching, and loan payments and the timeliness of their transmission to the Plan.
  • Participate in new contract startups, transitions, modifications, and Wage Determination updates, ensuring employees and payroll requirements are properly established prior to implementation.
  • All other duties as assigned.
Compliance
  • Ensure statutory compliance across all operating jurisdictions: tax withholding, social contributions, mandatory benefits, collective bargaining agreements, and labor laws.
  • Proactively research and lead the function's response to regulatory inquiries, audits, and state-specific legislative changes such that the Company is prepared well in advance of such changes.
  • Maintain and provide relevant SOX control documentation and procedures.
  • Conduct internal audits, support external audits, and maintain audit-ready documentation and controls.
  • Oversee payroll tax compliance, reconciliations, quarterly and annual filings, W-2 processing, unemployment reporting, garnishments, and other required payroll reporting.

Transformation and Process Improvement
  • Develop, update, and maintain SOPs, workflows, reconciliation processes, exception-handling procedures, and internal controls to reflect current laws and best practices.
  • Identify and implement process improvements that reduce error rates, cycle time, and manual effort.
  • Set and communicate a forward-looking operating model for the function which aligns with the growing needs of the Company.
Financial Integrity
  • Prepare payroll reports, GL files, cost reporting, tax reconciliations, and variance analyses for Finance and leadership.
  • Reconcile payroll expenses and liabilities to the general ledger and support Accounting with payroll accruals, month-end/year-end close, financial audits, government audits, and benefit plan audits.

Team Leadership
  • Manage, lead, develop, train and hold accountable the payroll team. Establish departmental deadlines, responsibilities, cross-training, and performance expectations.
  • Manage performance proactively: development plans, corrective action, and succession thinking.
  • Partner with Talent Acquisition to hire into gaps and build a bench for the future.
Job Requirements
  • Bachelor's Degree in Accounting, Finance, Business Administration, Human Resources, or related field. (Or equivalent experience.)
  • 10 or more years of payroll experience, with at least 5 years in a leadership role managing multi-state payroll.
  • Strong knowledge of federal and multi-state payroll laws, tax regulations, and wage and hour rules.
  • Experience processing 401(k) contributions, loans, and compliance reporting.
  • Hands-on experience with garnishments, levies, and statutory orders.
  • Strong understanding of payroll audits, internal controls, and documentation standards.
  • Demonstrated track record of leading a meaningful operational transformation in payroll or a comparable function as well as the ability to coach, develop, and manage payroll staff.
  • Extensive knowledge and experience with ADP Workforce Now is essential.
  • Advanced Excel skills and comfort with data analysis and reconciliation is a must.
  • Extensive experience in processing payroll for Bargaining Unit employees. (General awareness will not be sufficient in this role.)
  • Substantial experience and knowledge of the McNamara-O'hara Service Contract Act (SCA), wage determinations, and executive orders pertaining to same.
  • Direct people management experience, including performance management and team development.
  • Ability to maintain strict confidentiality and handle sensitive information with discretion and professionalism.
  • Extreme attention to detail.
  • Pride in ownership of tasks and an intrinsic drive to not just meet, but to exceed standards.
  • Experience in Government Contracting is strongly desired.
  • Certified Payroll Professional certification or willingness to obtain one is a plus.
A background check and drug screen will be conducted for this position.
