Job Summary:
The Proposal Writer II develops compliant, persuasive proposal content primarily supporting federal
government and Department of War opportunities. This position serves as a primary author for assigned
proposal sections and may support or lead development of proposal volumes depending on size and
complexity. The Proposal Writer II collaborates closely with proposal managers, capture managers,
technical Subject Matter Experts (SME), and functional teams to develop compelling, evaluator-focused
proposals.
Primary responsibilities include but are not limited to the following:
Proposal Development
* Independently write compliant and persuasive proposal sections and support development of complete
proposal volumes
* Develop various proposal narratives including technical, management, staffing, transition, and past
performance sections
* Analyze solicitation instructions, evaluation criteria, PWS/SOW requirements, and other solicitation
documents to develop compliant proposal content.
* Write proposal content that clearly addresses customer requirements and evaluation criteria and
incorporates approved win themes, discriminators, benefits, and proof points
* Work from compliance matrices, annotated outlines, writing plans, and other proposal development
artifacts
Proposal Compliance and Quality
* Review proposal content for accuracy, compliance, consistency, and quality
* Support Pink, Red, Gold, and other proposal review cycles
* Evaluate and incorporate reviewer comments
* Recommend improvements to proposal quality and writing standards
* Verify that assigned content addresses applicable solicitation instructions, evaluation criteria, and
compliance requirements
* Adhere to established Proposal Center processes, procedures, templates, document-management
practices, tools, and quality standards
Collaboration
* Interview Subject Matter Experts to develop technical content
* Collaborate with proposal managers, capture managers, pricing, contracts, and operations leadership
Collaborate across functional organizations to gather and develop proposal content
Research and Content Management
* Conduct customer and competitor research supporting proposal development.

* Maintain and improve reusable proposal content libraries.
* Recommend enhancements to writing standards and proposal tools.
Additional Duties
* Perform other relevant duties as assigned.
Qualifications and Experience:
Education
* Bachelor's degree in English, Communications, Business, Journalism, Technical Writing, or a related
field. Equivalent experience may be considered
Experience
* 3-5 years of proposal writing experience
* Experience supporting federal government proposals
* Demonstrated experience developing compliant proposal content.
Knowledge / Skills
* Persuasive writing and editing skills
* Understanding of FAR-based procurements
* Ability to interpret solicitation instructions, evaluation criteria, and technical requirements and translate
them into compliant proposal content
* Ability to independently manage proposal assignments
* Excellent communication and interviewing skills
* Familiarity with Shipley methodology or similar proposal processes preferred
Working Conditions:
* Hybrid work schedule with regular in-office presence required.
* Must maintain a secure, professional workspace with reliable high-speed internet connectivity when
working remotely.
* Flexibility to work extended or irregular hours, including evenings and weekends, as required to support
proposal schedules and submission deadlines.
* Occasional travel may be required to support proposal development activities, customer meetings,
strategy sessions, or business development initiatives.
* Frequent use of a computer and standard office equipment; prolonged periods of sitting may be required.
* Regular collaboration with cross-functional teams through in-person and virtual meetings.
