THE POSITION

As a Fiscal Management Specialist 2, with the Department of State, Division of Fiscal Management, you will help guide important financial decisions that keep vital operations running smoothly. Our team will rely on you to provide budget support and analysis to ensure efficient and accurate management of agency funds. This includes assisting customers with budget planning, providing reports and projections to monitor spending, and reviewing budget plans and expenditure requests. DESCRIPTION OF WORK

This position assists with budget preparation for the Department's annual budget, legislative budget, and rebudget; prepares, analyzes, and presents individual budgets for the Department's licensing boards and commissions; and provides related support as needed. Work ensures efficient and accurate management of agency funds and that spending meets the organization's mission as economically as possible. As a Fiscal Management Specialist 2, you will perform the following duties:

  • Budget Preparation: Support consultation and information gathering needed to identify the fiscal impacts of Department initiatives and use sound reasoning for financial plan development
  • Fiscal Analysis: Review and evaluate funding sources, limitations, and spending patterns to provide effective monitoring and maintain budgetary controls
  • Stakeholder Support: Provide timely financial information to program areas, interact with executives and officials, and respond to technical questions and problems
  • Financial Reporting: Prepare monthly reports for the Department's appropriations, assist with year-end closing of accounting records, and produce various other reports as needed
  • Audit Assistance: Help research and prepare information for Department-wide internal, external, and other audits
  • Process Oversight: Allocate various ongoing costs, review cross-application timesheet data, and review and approve or reject purchase requests form a fiscal standpoint

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 7:00 AM to 3:30 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
