Tria Federal (Tria) is seeking a Functional Area Analyst II to enhance administrative and operational support services for our federal customer at the Navy Bureau of Medicine and Surgery (BUMED) in Falls Church, Virginia.

This position will join a team of administrative professionals supporting healthcare operations, program management, analysis, research, education programs, correspondence/task management, and military healthcare related policies and programs.

The successful candidate will support BUMED Clinical Operations, Policy and Standards and the Office of the Chief Medical Officer (OCMO), which are charged by the Navy Surgeon General to promote safe, quality healthcare, operational readiness, force development, Sailor and Marine deployability, and delivery of the future Naval Medical Force. Supported programs include OCMO; Quality, Safety, and Leadership Academy (QSLA); Women's Health; Trauma Strategy; Emergency Medical Services; Dental Services; Pharmacy Services; Navy Medicine Operational Clinical Communities; and Medical Research and Development.



  • Hybrid position: approximately 10% on-site / 90% remote, with on-site support at BUMED, Falls Church, VA.
  • Work hours may require flexibility to support Navy Medicine stakeholders across multiple time zones.
  • Travel: 25% or less; some positions may require CONUS or OCONUS travel.
  • Secret clearance requirements apply in accordance with the contract.
  • Opportunity is contingent upon award.


Job Description/Responsibilities



  • Analyze clinical, business, functional, operational, and technical processes supporting COPS programs.
  • Conduct current-state, gap, and future-state analyses and identify opportunities to reduce unwarranted variation and improve operational efficiency.
  • Develop business-process documentation, workflow maps, recommendations, strategic analyses, and Plans of Action and Milestones (POA&Ms).
  • Support policy modernization, governance forums, strategic-plan implementation, and measures-of-effectiveness reporting.
  • Conduct research and assessments related to operational conditions, emerging requirements, stakeholder needs, and organizational performance.
  • Facilitate cross-functional working groups and coordinate Navy Medicine, Fleet, DHA, and other stakeholder activities.
  • Support site visits, needs assessments, process evaluations, cost-benefit analyses, conferences, summits, and executive briefings.
  • Develop targeted outreach, presentations, correspondence, and knowledge-management products.


Minimum Qualifications



  • 5-12 years of experience in business analysis, healthcare operations, process improvement, policy/program analysis, or related work.
  • Demonstrated experience documenting and analyzing processes and recommending improvements.
  • Experience facilitating stakeholders and translating complex operational problems into actionable recommendations.
  • Proficiency with Microsoft Office, Teams, SharePoint, and process-mapping or visualization applications.
  • Familiarity with task/action tracking environments such as ETMS2 preferred.


Requirements:



  • Secret Clearance
  • Bachelor's degree required; master's degree preferred.
  • 5-12 years of relevant experience.


Preferred experience and background:



  • Navy Medicine/DHA operations, HRO principles, healthcare quality, clinical readiness, process mapping, Lean/process improvement, policy analysis, governance support, strategic planning, and executive-level technical writing.
  • Military health environment, an understanding of the military organization, understanding of military health data.
  • Highly proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook).
  • Excellent skills in multitasking, prioritization and planning, schedule management, and the coordination of complex executive functions.
  • Strong collaboration and teamwork skills with the ability to work independently and in a team environment.
  • Possess strong editorial and writing skills and a keen understanding of different audiences.
  • Excellent verbal and communication skills.
