The Department of Maintenance within Facility Operations at West Virginia University is currently accepting applications for a Facilities Engineer.

About the Opportunity:

The Facilities Engineer-Electrical position provides comprehensive engineering support for campus electrical systems, including troubleshooting, design, analysis, and lifecycle planning to ensure safe, reliable, and efficient operations. The role also supports capital projects, develops standards and strategies, and delivers technical guidance to enhance infrastructure performance and maintenance practices.

What You'll Do

Technical Support & Problem Solving:

  • Investigate equipment failures and customer complaints; perform root cause analysis and implement corrective actions.
  • Provide engineering expertise and technical support for troubleshooting, design, and maintenance of electrical systems and infrastructure.
  • Analyze electrical systems, medium voltage substations and distribution, switchgear, motor control centers, and facility transformers to ensure safety, reliability, efficiency, and compliance with codes and standards.
  • Monitor system performance and recommend upgrades, technologies, and strategies to improve reliability, efficiency, and lifecycle costs.
  • Interpret technical drawings, specifications, and field conditions to verify proper installation and operation.
  • Plan, assess, and support campus medium-voltage electrical distribution systems, including data collection and operational analysis.
  • Develop long-term solutions, capital improvement plans, and deferred maintenance strategies, including cost estimates and replacement analysis.
  • Support capital project planning, including scope development, facility assessments, and design reviews with recommended electrical strategies and equipment.
  • Develop and maintain engineering standards, design guidelines, and standard operating procedures to ensure consistency and best practices.

Project Management:

  • Plan, coordinate, and manage electrical projects to meet scope, schedule, budget, and quality objectives.
  • Facilitate communication among stakeholders to resolve issues, track progress, and maintain alignment.
  • Coordinate with internal teams, contractors, consultants, and regulatory agencies.
  • Oversee installation, testing, and commissioning to ensure compliance with codes and design specifications.
  • Monitor project performance and ensure timely and cost-effective completion.
  • Maintain project documentation, records, and reporting systems.
  • Support permitting, procurement, and project closeout activities (e.g., punch lists, O&M manuals).
  • Conduct facility audits and system evaluations to support operational performance.
  • Supervise staff and contractors as assigned.

Training:

  • Develop and deliver training for Facilities Management staff on electrical systems, safety, switching, and troubleshooting.
  • Create and maintain training materials, procedures, and best practices.
  • Support development of policies and procedures related to electrical system operations and maintenance.
Qualifications
  • Bachelor's degree in electrical engineering, or equivalent education and work experience, in electrical engineering, with emphasis on medium voltage distribution or construction management.
  • A minimum of Three (3) years Facilities Engineering with focus on electrical infrastructure, electronics and integration of various infrastructure components.
  • Any equivalent combination of related education and/or experience will be considered
  • All qualifications must be met by the time of employment

Knowledge, Skills & Abilities:

  • Highly developed ability to conceptualize electrical systems and operations in their entirety, while recognizing the detailed impact of numerous human, financial and material resources.
  • Expert level understanding of electrical systems including principles and strategies.
  • Strong computer skills including Word, Excel, Access, PowerPoint, AutoCAD, etc
  • Basic understanding of architectural, engineering, and construction principles as they relate to regulatory codes governing building design, construction and operation.
  • In depth knowledge of the construction management process including planning, design coordination, estimating, specifying material, material procurement, scheduling, budgeting, and project coordination.
  • Strong communication skills, both oral and written, necessary to work with various University offices, vendors and contractors to effectively resolve facility issues from the initial request to the finished result.
  • Ability to manage multiple tasks, under stressful conditions.
  • Organizational skills necessary to document and resolve facility issues, including correspondence with engineers, vendors and customers.
  • Demonstrated ability to interpret, create and edit technical drawings and documentation.
  • Demonstrated ability to interpret state and local building codes, Americans with Disabilities Act Standards, and Environmental Health and Safety regulations.
  • Demonstrated ability to prepare bid specifications and/or detailed specifications for equipment procurement.
  • Knowledge of materials, methods, and tools involved in troubleshooting facility electrical issues.
  • Knowledge of business and managements principles involved in strategic planning, leadership technique, and coordination of people and resources.
  • Consideration of relative costs and benefits of potential actions to choose the most appropriate one.
