Job Summary

The Management Services Division of the Loudoun County Department of General Services (DGS) is currently seeking a detailed-oriented Quality Assurance Specialist in Leesburg, Virginia. This full-time position is responsible for conducting routine inspections, documenting findings, and ensuring compliance with contract requirements while maintaining high service standards for janitorial, pest control, and recycling services across more than 140 facilities.

The ideal candidate should possess strong analytical and problem-solving skills, excellent organizational, time management, customer service, and communication skills, and strong attention to detail. They should be able to work independently, prioritize time-sensitive tasks, meet deadlines, prepare clear and accurate reports and records, and establish effective working relationships with coworkers, contractors, property owners, and property managers.

Responsibilities include, but are not limited to:

  • Conduct scheduled and unscheduled inspections of contracted janitorial, pest control, and recycling services.
  • Track contractor performance trends and prepare performance reports.
  • Coordinate Periodic cleaning with the contractor and stakeholders and conduct post-completion inspections to ensure compliance with contract requirements.
  • Identify deficiencies and document inspection findings using inspection reports and pictures.
  • Address performance issues and service quality concerns.
  • Monitor corrective actions and verify deficiencies are resolved within required timeframe.
  • Collaborate with property managers and stakeholders to address service gaps and improve overall performance.
  • Review contractor reports, logs, and documentation for accuracy and completeness.
  • Recommend process improvements.
  • Evaluate contractor performance against contract specifications, service level agreements, and established quality standards.
  • Work collaboratively in a team environment with both County staff and vendors.
  • Ensure prompt execution and completion of assigned projects.
  • Participate in contract performance reviews, and vendor evaluations.
  • Perform other duties as assigned.

Salary commensurate with experience.

Minimum Qualifications

High school diploma or equivalent and three (3) years of related work experience or equivalent combination of education and experience.

Preferred Qualifications:

  • Associate's degree.
  • Proficiency in Microsoft Office, including Word, Excel, and Outlook.
  • Government or commercial property management experience.
  • Experience in quality assurance, inspections, or facilities management.
  • Experience using automated systems and equipment.

Job Contingencies and Special Requirements

Pass pre-employment background checks to include criminal, credit, fingerprinting and DMV checks. Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification).

Work Schedule and Physical Requirements:

  • Frequent travel between facilities with office and field work (Vehicle will be provided).
  • Must be available for duty beyond the normal workday as required to perform functions of position for assigned area.
  • Must be able to walk, climb stairs, stand, and work offsite for long periods of time, and occasional lifting up to 20 pounds.
  • Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
