Summary: The Knowledge Management (KM) Program Manager shall deliver comprehensive Knowledge Management (KM) support services that develop, mature, and sustain the NGE KM ecosystem.
Responsibilities
Essential Job Functions:
- Support the establishment, maturity, and execution of KM governance processes, including KM working groups, program reviews, policy development, standards alignment, and enterprise coordination. Governance structures must be supported in a manner that enables them to scale to accommodate the full NGE workforce as the program advances through multi-phase enterprise integration.
- Knowledge Architecture and Repository Stewardship to design, assess, and maintain enterprise information and knowledge architectures, including SharePoint Online 365 KM aligned structures, metadata models, taxonomies, content types, naming conventions, and lifecycle rules. Architecture
- Activities include attending collaboration meetings and providing meeting minutes with records management (RM), data management (DM), and information technology (IT)/Robotic Process Automation (RPA) program owners on KM product development (e.g., naming conventions, permissions/accessibility, taxonomy/metadata, information architecture alignment, etc.) that shall be performed only to the extent necessary to support KM objectives.
- Shall recommend assessment improvements and enterprise suggestions that help organizations and NGB understand knowledge behaviors, knowledge leadership, and knowledge culture indicators that improve the KM Program Maturity Model Assessments in knowledge lifecycle integrity, repository stewardship, and knowledge compliance. (e.g. an NGB Mission and Vision Statements vs siloed statements, AI/data addition, automation/solutions addition, etc.).
- Shall recommend metrics development and maintain, track, and continuously update KM program metrics across the enterprise.
- Shall track, update, and report the performance status of enterprise KM governance products, to include the NGB Strategic Calendar, the KM Battle Rhythm, the KM Campaign Plan, and the NGB KM Manual (KM Doctrine). The contractor shall maintain metric indicators for each product, including currency, adherence to timelines; milestone progress; review cycles; and publication status, and ensure these indicators are reflected in the KM dashboard, KM Performance Tracker, and MSR. These enterprise product metrics shall be updated weekly and included in monthly, quarterly, and annual KM performance reporting.
- Shall facilitate and assist with the development and coordination of the NGB Communications Plan
Qualifications
Necessary Skills and Knowledge:
- Knowledge Management principles, practices, frameworks, and program maturity models.
- Knowledge of information architecture, taxonomy, metadata, content management, and knowledge lifecycle practices.
- Proficiency with Microsoft SharePoint Online/Microsoft 365 and enterprise knowledge repositories.
- Strong program management, organizational, analytical, and problem-solving skills.
- Ability to develop and track program metrics, dashboards, performance indicators, and reports.
Minimum Qualifications:
- Minimum 8 years of progressively responsible experience in Knowledge Management, Information Management, Program Management, or a related field.
- Minimum 3 years of experience supporting enterprise Knowledge Management programs, governance, or information architecture initiatives.
- Experience with SharePoint Online/Microsoft 365 and enterprise knowledge repositories.
- Experience developing and maintaining program metrics, performance reports, dashboards, or similar management tools.
- Experience coordinating cross-functional teams, working groups, and enterprise stakeholders.
- Must have Secret Clearance.
Preferred Qualifications:
- Bachelor's degree in Knowledge Management, Information Management, Business Administration, Information Technology, or a related field.
