Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. Bechtel will design and build Phase 1 of the Ohio One project, a total of 2.5 million square feet, including 600,000 square feet of cleanrooms. Construction will require as much steel as eight Eiffel Towers and as much concrete as the tallest skyscrapers.

Bechtel will strengthen future economic development in the region by partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline.

The Life Safety Systems (LSS), Pfisterer Terminations, and Fiber Optic Subcontract Technical Representative (STR) is responsible for the technical oversight, field execution, and coordination of a combined portfolio of electrical, low-voltage, and life safety subcontracts across Project Cardinal. The assigned scopes include the Life Safety Systems packages - fire alarm with voice evacuation and Early Warning Smoke Detection (EWSD), gas detection panels, Hazardous Production Material (HPM) monitoring, and Toxic Alarm System (TAS) PLCs on a design-build basis, and the combined Distributed Antenna System (DAS) and LSS site radio scope - together with medium and high voltage Pfisterer cable termination work and fiber optic cable pulling performed by a certified installer. The STR serves as the primary interface between Bechtel and the assigned subcontractors, ensuring all design, supply, installation, termination, testing, commissioning, and turnover activities are executed safely, on schedule, and in compliance with project specifications, quality standards, and construction work processes. The individual will provide direct support to the subcontractors including, but not limited to, quality control, quantity verifications, material take-offs, material verifications, design change coordination, and general problem solving - all in support of meeting project cost and time schedule objectives.

• Provide day-to-day leadership, coordination, and technical oversight of the assigned LSS, Pfisterer termination, and fiber optic subcontractors from engineering through final turnover, serving as the focal point for coordination of work by assigned subcontracts.
• Ensure all life safety, termination, and fiber optic systems are designed, fabricated, installed, terminated, tested, commissioned, and documented in accordance with the specifications, approved drawings, AHJ requirements, applicable codes and standards, and project schedule objectives.
• Oversee installation and integration of fire alarm control panels, voice evacuation systems, EWSD detection, notification appliances, and interface modules, coordinating acceptance testing with the Fire Marshal, Authorities Having Jurisdiction (AHJs), and Special Inspection Agencies.
• Oversee the design-build execution of gas detection panels, HPM monitoring, and TAS PLC systems, including panel fabrication and factory acceptance testing, field installation, I/O checkout, sequence of operations verification, alarm response validation, and integration with the Facilities Management System and life safety interlocks.
• Coordinate the combined DAS and LSS site radio scope, including antenna and head-end equipment installation, coverage verification, and emergency responder communication system testing and acceptance.
• Provide technical oversight of medium and high voltage Pfisterer termination work, including certified installer qualification, manufacturer training and workmanship requirements, cable preparation, environmental and cleanliness controls during termination, torque and assembly verification, hi-pot and partial discharge testing, and witness and hold point documentation.
• Oversee fiber optic cable pulling, routing, splicing, and termination by the certified installer, including pull tension and bend radius controls, pathway and raceway readiness, cable management, labeling schemes, OTDR and insertion loss testing, and acceptance documentation.

• Coordinate and manage engineering deliverables including LOD 400 models, BIM coordination and clash resolution, shop drawings, panel and device layouts, cable and termination schedules, material take-offs, and as-built documentation.
• Coordinate system interfaces between life safety, electrical, telecom, HVAC, Building Management and Facility Management Systems, access control, elevator systems, process systems, and other building infrastructures, including sequencing with cleanroom protocol levels and energized equipment access restrictions.
• Manage quality surveillance activities, ITP implementation, inspections, special inspections, megger and continuity testing, integrated systems testing, performance and reliability testing, commissioning activities, and final acceptance testing.
• Monitor subcontractor safety performance with particular attention to energized work, arc flash boundaries, lockout/tagout, and confined space and elevated work, along with workforce planning, material management, procurement status, construction progress, schedule adherence, and execution risks in compliance with project ES&H requirements.
• Validate subcontractor installed quantities, monthly progress payments, invoices, and force account and time reports, and coordinate RFIs, technical clarifications, design conflicts, field changes, nonconformance resolution, punch list closure, and turnover documentation requirements.
• Manage and coordinate Subcontractor Construction Work Packages (CWPs) and subcontract-specific Condition Reports, including creation of Corrective Action Plans and participation in causal (apparent and root) analysis.

• Level I: Requires bachelor's degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus a minimum of 5 years of relevant work experience; or 9 years of relevant work experience in lieu of a degree.
• Level II: Requires bachelor's degree in Engineering, Construction Management, or other relevant technical disciplines from an accredited University, plus a minimum of 8 years of relevant work experience; or 12 years of relevant work experience in lieu of a degree.

Basic Qualifications

• Working knowledge of NFPA 70 (National Electrical Code), NFPA 72, Ohio Building and Fire Codes, IBC, AHJ permitting requirements, and UL-listed life safety equipment requirements as applicable to semiconductor manufacturing facilities.
• Working knowledge of medium and high voltage cable termination practices, including manufacturer-certified installer requirements, cable testing methods, and energized work safety requirements per NFPA 70E.
• Working knowledge of fiber optic installation and testing practices, including pull tension and bend radius limits, splicing methods, connector types, labeling and administration standards, and OTDR and insertion loss acceptance testing.
• Ability to read and understand single-line diagrams, cable and termination schedules, P&ID's, orthographics, plans, and other design drawings.
• Working knowledge of applicable industry codes and standards is required. Excellent communication and problem-solving ability.
• Understanding of applicable Bechtel work processes including Standard Work Process Procedures is preferred.
• Computer literate in word processing, spreadsheet, and database applications.
• Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces.

Preferred Qualifications

• Experience in semiconductor fabrication facilities is preferred, including familiarity with toxic gas monitoring, HPM handling areas, and cleanroom protocol level work restrictions.
• Proficient level of understanding of NFPA 70, NFPA 70E, NFPA 72, IEEE 400 and 404 cable testing and accessory standards, TIA-568 and TIA-569 telecommunications standards, IBC, and applicable Ohio codes.
• Experience overseeing design-build subcontracts for PLC-based detection and alarm systems, including factory acceptance testing and sequence of operations validation.
• Familiarity with Bechtel Standard Applications (BSAPs), including TEAMWorks, Aconex, DSCS, Unifier, Agile, Navisworks, and other automation tools used on Bechtel projects.
• Proficiency in Navisworks Simulate and 3D model navigation is preferred.
• Previous experience as a Subcontract Technical Representative or Quality Control Representative, including experience managing construction subcontracts and field design changes.
• Computer literate in word processing, spreadsheet, and database applications. Excellent communication and problem-solving ability.
