Job Description
The Business Area Manager reports directly to the Business Director or Vice President of Execution "X" Team. The Business Area Manager is Quantech's onsite leadership with management accountability for Tactical Execution for one large business area or multiple small business areas. The business area typically focuses on one geographic location. Responsibilities include: Business Development, Contract Performance & Execution; Customer Relations; Financial Execution (Revenue, Profits, and Indirect Budgets); Team Employee Management and Relations (Recruitment, Performance, Recognition, Mentoring, Time & Expense); Corporate Taskings; and Performance Metrics. Responsibilities could include: Business Development (BD)
- Responsible for supporting the Director or VP in developing and implementing Tactical and Strategic Plans for Business Region or Business Area
- Support the Development of Capture Plans and Bid-No-Bid for Specific Contract Opportunity
- Customer Calls and Teaming Meetings to brief qualifications and assess opportunity and teaming structure
- Support Director or VP to develop NDA and Teaming Agreements
- Support Director or VP in attending Industry and Customer events for corporate marketing/relationship building
- Assist in the Proposal Management Process and as a proposal manager, Volume Lead, Author, or Reviewer
- Prepare Past Performance and Resume/Technical write-ups for proposal process
Contract Performance & Execution
- Requires technical expertise to support SOW/PWS or customers objectives
- Responsible for preparing for submittal to the Director or VP Contract Requirements per the PWS, SOW, Transition Plan, CDRLs, SDS (Performance Metrics)
- Review and advise Operation Teams on approval of Contract and Contract Mods for signature
- Support the quality of contract/financial information loaded into corporate databases
- Prepare Contract CDRL requirements and timely and quality delivery to customer
- Support the Director or VP in development of staffing plans and labor category qualifications to execute contracts
- Support the Director or VP for quality and timely information loaded to corporate databases for all contracts
Customer Relations
- Provide primary interface with customer for all actions and problem resolution
- Identify and report all customer complaints to Director or VP for input to Quantech's QMS and Quality Manager
- Provide and promote outstanding customer support
- Distribute and coordinate customer surveys
- Receive Outstanding CPARS and customer surveys
- Customer interface for baseline and baseline growth and execution
Financial Execution (Revenue, Profits, and Indirect Budgets)
- Support Director or VP in preparing annual submittal and quarterly updates for revenue projections
- Review and provide financial input data for corporate databases
- Support the Director or VP in preparing Department Budgets Submittals and monitor actual cost
- Review Invoices and provide comment back to CFO organization monthly
- Recommend to Director or VP Labor Category and Rates for existing and new positions to optimize revenue and profit
Team Employee Management and Relations (Recruitment, Performance, Recognition, Mentoring, Time & Expense)
- Responsible for Team's mentoring, goals, training, morale, and personnel issues
- Supporting Director or VP working with HR on recruiting process: Preparing open requisitions, search and interview for candidates, attend Job Fairs, Recommend for hire as required
- Responsible for Time and Expense Reporting for the Team. Including approving time cards, PTO, and Expenses.
- Supporting Director or VP on working with HR on Personnel issues including consultation, reward, discipline, and termination. Work with HR to develop Performance Improvement Plans (PIPs) as required
- Support Director or VP in Preparing and performing Performance Reviews and feedback
- Review and advise employee on Self Evaluations and submit to HR
- Provide required Personnel feedback/career assessments throughout the year on a regular basis
- Schedule and lead team meetings at a minimum monthly
- Communicates with all team members and keep management updated
- Work closely with all O, X and K teams to accomplish Quantech's goals
- Understanding of all Corporate Policy and Procedures
Corporate Taskings
- Prepare corporate resume and coordinate team submittals
- Attend X Team meetings and answer action items
- Assist other Business Directors or Vice President as required

Direct Work Focus: Acquisition Program Management
- Integrate cost, schedule, technical performance, and programmatic information to assess program execution and acquisition requirements.
- Support Government program managers in the planning and execution of acquisition, modification, modernization, and sustainment activities throughout the program lifecycle.
- Develop and coordinate acquisition strategies, decision papers, executive briefings, program reviews, and other acquisition documentation.
- Prepare, review, compile, and staff acquisition documentation supporting contract actions, program reviews, milestone activities, and senior acquisition decisions.
- Assess program health and executability, identify cost, schedule, technical, and acquisition risks, and provide recommendations to the Government project officers.
- Support contracting actions by preparing and reviewing statements of work, performance work statements, and supporting documentation for Government review and approval.
- Provide analytical support to independent Government cost estimate development, market research, and source selection activities as requested by the Government.
- Support Contracting Officer's Representative (COR) activities, including surveillance documentation, deliverable review, and contractor performance reporting.
Portfolio Integration, Sustainment & Product Support
- Consolidate acquisition and sustainment activities across multiple programs and projects to provide Government leadership visibility into milestones, dependencies, risks, and resource requirements.
- Maintain acquisition forecasts covering current and future contract actions, milestones, and key decision points; identify disconnects, deficiencies, and emerging execution risks.
- Support space weapon-system sustainment and modernization, including coordination among acquisition, logistics, engineering, contracting, finance, and operational stakeholders.
- Support program and portfolio reviews and other cross-functional activities.
- Support diminishing manufacturing sources and material shortages (DMSMS) and obsolescence management for satellite control and space ground systems.
- Support product support and integrated logistics activities, including product support strategy development, sparing and supply chain analysis.
Senior Leadership & Executive Support
- Provide senior Government leaders with integrated program and portfolio information, executive-level analysis, and decision-quality recommendations addressing cost, schedule, performance, risk, and mission impact.
- Develop executive summaries, courses of action, trade-space analyses, risk assessments, program reviews, and senior-leader briefings with clearly articulated recommendations.
- Coordinate cross-functional actions and responses involving higher headquarters, program offices, functional organizations, and external stakeholders.
- Support the Director's Action Group, including tracking and coordinating higher headquarters taskings through the Task Management Tool (TMT), and support special projects, executive taskings, Program Management Reviews, and financial reviews.
Job Requirements
Tools / Technical Proficiency:Advanced Microsoft Office proficiency and demonstrated experience with Government acquisition, program management, financial management, and task-management systems.Preferred.PMRT, CCaR, SMART, TMT, SharePoint, Power BI, or comparable Department of the Air Force acquisition and program management tools. Education Required:Master's degree is desired. Bachelor's degree in related area required. Years of Relevant Experience:At least 12 years of experience in DoD industry/government, military service related to Quantech's core business and at least 5 years managing professional consulting service contracts. Security Clearance:Must be able to obtain and maintain a DoD security clearance as required Location:Colorado Springs, CO; alternate duty location possible with Government concurrence. Salary information below is a general guide only. Salaries are commensurate with experience and qualifications, as well as business and market considerations. Salary Range:$200,000 - $225,000 Work Environment: This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. Physical Demands: This is largely a sedentary role mostly sitting; however, some filing may be required. This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs.
