Metra is one of the largest and most complex commuter rail systems in North America, serving Cook, DuPage, Will, Lake, Kane, and McHenry Counties. The agency is linking communities in Northeastern Illinois by providing safe, reliable, and efficient commuter service.

Mechanical coordinates and oversees the repair, inspection, cleaning, rebuilding, replacing and maintenance of 1,180 pieces of rolling stock used in commuter service. The department's goal is to provide safe, clean and reliable service while maintaining the fleet to the standards of the Federal Railroad Administration, Association of American Railroads, American Public Transit Association and the original equipment manufacturers.

Reporting directly to the Chief Mechanical Officer, the position will be responsible for
supervising the maintenance and administration of all departmental labor force databases
including: job postings, awards, bumps, abolishments, seniority, discipline, and work histories for use in employee transfers, bumping, and promotions, in accordance with applicable labor agreements. The position will also coordinate and administer the Mechanical ApprenticeProgram.

The primary duties include:Assign, provide guidance, monitor, and approve tasks perform by staff. Ensure training needs are met and evaluate performance.Supervise and manage bi-weekly job postings and awards, facilitate bumps, and oversee abolishments in accordance with applicable labor agreements.Maintain databases and personnel files containing information on contract and management employees including records of termination, leave of absences, and pending hearings.Administer the Mechanical Apprentice Program including working with the Workforce Education Department and division managers to place apprentices for on-the-job training (OJT), track progress throughout the length of the program, and submit verification of hours in the program for veterans through the U.S. Department of Veteran Affairs.Submit department requisitions for open positions, conduct candidate interviews for the apprentice program and for union positions, and participate in recommending hires.Approve time off, coordinate staff schedules, fill vacancies as necessary, and ensure compliance with departmental and company policies and objectives. Decide/implement staffing decisions, performance evaluations, and performance improvement, disciplinary, and/or termination procedures. Make recommendations regarding hiring, performance evaluations, disciplinary and/or termination procedures.Promote safe work practices and maintain and foster a safe work environment.Perform otherrelated duties as assigned to meet the ongoing needs of the organization.

Metra is a railroad employer subject to the provisions of the Railroad Retirement Tax Act, not the Social Security Administration.

1. Bachelor's degree, OR in lieu of a specified degree, a combination of education and experience may be substituted for the required degree that equals four (4) years of human resources, labor contract administration, position control, or payroll related experience.
2. In addition to #1 above, must have a minimum of four (4) years of human resources, labor contract administration, position control, or payroll related experience.
3. Considerable knowledge of job classification and seniority in collective bargaining agreements.
4. Considerable knowledge of grievance and disciplinary processes in collective bargaining agreements.
5. Good knowledge of general administrative functions.
6. Good knowledge of the Maximo-Asset Management Program.
7. Good verbal and written communication skills.
8. Good organizational and analytical skills.
9. Proficient in Microsoft Office Suite, specifically in Excel, Access, and Word.
10. Ability to supervise staff.
11. Ability to exercise good judgment and maintain confidentiality.
12. Ability to meet collective bargained union agreement deadlines.
13. Must be available to work flexible hours in the early morning, late afternoon,evenings, or weekends.
