Willdan Financial Services (WFS) is a growing consulting firm that provides financial consulting services to both cities and other local governments, and public sewer, water and electric utilities. Typical services provided by WFS include, but are not limited to, retail and wholesale utility rate and financial studies, other fee and rate studies for local public agencies, financial modeling and accounting studies, economic and fiscal impact/feasibility studies, economic and strategic planning, sales tax analysis, special district administration, and utility regulatory and litigation support.

Essential Duties and Responsibilities

  • Independently conduct complex financial and operational analyses, with limited supervision and general guidance from senior staff, in areas such as water and wastewater utility financial modeling, user fee and cost allocation plan updates, customer data analysis, and revenue projection and enhancement studies.
  • Manage assigned project work, including organizing data, establishing analytical approaches, monitoring progress, and ensuring deliverables are accurate, complete, and submitted on schedule.
  • Gather, review, and validate financial, operational, and customer data from multiple sources; identify trends, inconsistencies, and potential issues and communicate findings to senior project staff.
  • Develop and maintain advanced spreadsheets, dynamic financial models, forecasts, and other analytical tools used to evaluate client costs, rates, fees, and revenue requirements.
  • Interpret analytical results and assist in developing findings and recommendations that address client needs and project objectives.
  • Prepare clear, professional reports, memoranda, presentations, and other client deliverables that effectively communicate technical information, analytical results, and recommendations.
  • Communicate and collaborate professionally with clients, government agencies, members of the public, and other project stakeholders.
  • Additional duties and responsibilities may be assigned by supervisor as business needs dictate.

Job Requirements / Qualifications

  • B.A. or B.S. in Finance, Accounting, Economics, Urban Planning, or Public Administration, or a related field.
  • Four or more years of relevant financial analysis or consulting experience, preferably supporting government agencies, public utilities, or public-sector consulting engagements.
  • An equivalent combination of education and relevant professional experience may be considered.
  • Experience reviewing analytical work and providing guidance to less-experienced staff.
  • Prior knowledge of water, wastewater, utility finance, municipal finance, or local government operations is strongly preferred.
  • Ability to prioritize multiple projects and tasks to ensure timely delivery of high-quality deliverables.
  • Demonstrated ability to collaborate with a wide range of stakeholders while delivering excellent customer service in a highly dynamic growth environment.
  • Ability to work effectively in a fast paced, evolving, entrepreneurial work environment.
  • Competent in Microsoft Office products (Word, Excel, PowerPoint, Outlook), and web-based information sources. In particular, developing and understanding models and complex spreadsheets in Excel.
  • Ability to read, analyze and interpret government regulations, professional journals, industry technical publications and technical manuals or instructions.
  • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions and percentages.
  • Ability to define problems, collect data, establish facts and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract or concrete variables.
  • Ability to write reports, business correspondence, and procedure manuals.
  • Capable of presenting information and responding to questions from groups of managers, clients, customers, and the public.
  • Excellent information management, time management, and communication skills.
