Senior Project Manager - Building Energy & Capital Renewal

Under the general direction of the Project Coordinator for Building Automation System (BAS) and Energy Management and/or the Division Director of Design, Engineering and Construction (DEC), this senior-level role leads the planning, development, and management of complex commercial building energy, infrastructure, and capital renewal projects across the Facilities Management Department (FMD) portfolio.

The Senior Project Manager serves as a technical expert and trusted advisor, overseeing large-scale and multifaceted projects-often within occupied, operational facilities. This role requires strong leadership, exceptional coordination skills, and deep technical knowledge to successfully deliver projects that support FMD's long-term facility and energy goals.

Key Responsibilities:

• Lead the full lifecycle of major energy, infrastructure, and capital renewal projects, managing scope, budget, schedule, performance requirements, and quality standards.
• Coordinate cross-functional teams and serve as a central point of collaboration among FMD divisions, County departments, using agencies, architects and engineers (A/E), contractors, utilities, regulatory agencies, and other stakeholders.
• Provide expert engineering review and technical oversight for building energy and renewal initiatives, including photovoltaic (PV) systems, energy efficiency upgrades, Energy Savings Performance Contract (ESCO) projects, electrical systems, emergency power systems, building envelope improvements, HVAC systems, and related structural and civil work.
• Represent the County as the primary project lead, overseeing construction activities, resolving field issues, and making project management decisions within delegated authority.
• Establish project goals, risk-management strategies, operational requirements, and quality benchmarks to ensure successful delivery.
• Ensure all assigned projects are executed safely, on schedule, within budget, and in compliance with FMD standards, building codes, regulatory requirements, County policies, and industry best practices.
• Maintain a strong focus on operational and financial viability, delivering cost-effective projects while minimizing disruption to County services and facility operations.

• The assigned program area for this position is critical commercial buildings such as Government Centers, Judicial Complex, Public Safety buildings, etc.
• This position is Essential Service Personnel.

MINIMUM QUALIFICATIONS:

Graduation from a four-year college or university with a bachelor's degree in Civil Engineering, Landscape Architecture, Environmental or Life Sciences, Construction Management, Business Administration, Facilities Management or related; Plus, five years of experience in the management of large and complex construction or maintenance projects related to the assigned program area to include two years managing multi-disciplinary teams with multiple contractors.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Five or more years of demonstrated history as the Lead Project Manager directly responsible and accountable for the design and construction for the install of new solar PV systems on critical commercial buildings.
• Five or more years of demonstrated experience as the Lead Project Manager directly responsible and accountable for the design and construction for the replacement of full commercial building systems in occupied buildings greater than 100,000 gross square feet per building to include low rise and high rise (5 stories of more) buildings. Projects must include Solar PV, HVAC, plumbing, electrical, life safety systems, conveyance systems, building envelope and roof systems.
• Five or more years of demonstrated experience in the full performance responsibility for a portfolio of complex commercial building systems replacement projects in occupied commercial facilities including but not limited to: development of contracts, authoring scope of work, financial oversight, submittal approval, RFI responses, construction quality, safety performance, oversight of quality metrics and quality performance, contractor selection and oversight, oversight of project documentation and project schedule, and risk mitigation.
• Five or more years of experience and knowledge in the development of a Capital Project Budget and Capital Improvement Program (CIP) related to design and construction of building systems, including extensive knowledge of practices for various types of buildings in architectural, mechanical, electrical, plumbing, structural or civil engineering fields.
• Experience managing construction project budgets over $500,000.
• Five or more years of experience reviewing and analyzing construction plans and specifications and working with professional service engineering contracts.
• The candidate must have outstanding oral and written communications skills and experience with providing senior management updates and executive level briefings.
