Assistant Fleet Coordinator (Transportation Planner III)

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system.

FCDOT is seeking a heavy-duty maintenance experienced professional to serve as the Fairfax Connector's Assistant Fleet Coordinator. This position provides technical and administrative support for the Fairfax Connector and Fastran fleet planning, maintenance, and asset management programs. The position supports the oversight of contracted fleet maintenance operations, analyzes fleet and maintenance performance data, assists with quality assurance and quality control activities, and supports the implementation and management of fleet technologies, including telematics, fleet management systems, and zero-emission propulsion systems.

The candidate will work closely with Fairfax Connector's contracted service providers, Fairfax County departments, and external agencies to monitor fleet performance, support compliance with established maintenance standards and contractual requirements, and identify opportunities to improve fleet reliability, efficiency, and availability.

Responsibilities include:

• Providing technical oversight and support for Fairfax Connector and Fastran fleet maintenance programs, including monitoring contracted service providers compliance with established maintenance standards, policies, procedures, and contractual requirements.
• Coordinating the development, implementation, and continuous improvement of fleet maintenance policies, processes, procedures, and best management practices to improve fleet reliability, efficiency, and availability.
• Managing and maintaining fleet data and records, including vehicle rosters, mileage, maintenance history, inventories, registrations, replacement schedules, and other fleet databases and information systems.
• Reviewing, monitoring, and analyzing fleet maintenance and performance data to identify trends, deficiencies, and opportunities for improvement, including the use of telematics, fleet management, fuel management, and other technology platforms.
• Conducting periodic inspections and verification of contracted fleet maintenance programs and documenting field observations, deficiencies, and corrective actions using established standards and inspection procedures.
• Coordinating fleet maintenance initiatives, including preventive maintenance programs, maintenance campaigns, corrective actions, fleet management software applications, and other technical projects and research.
• Supporting the development and implementation of fleet Quality Assurance and Quality Control programs, including vehicle inspections, contractor performance reviews, audits, and compliance activities.
• Supporting fleet vehicle procurement, production, delivery, and acceptance activities, documentation of deficiencies, and follow-up with manufacturers and contractors.
• Supporting the implementation, monitoring, and evaluation of emerging fleet technologies, including battery-electric
• Supporting fleet administrative and financial activities, including budget monitoring, purchasing, purchase orders, invoices, equipment and resource requirements, and related contract documentation.
• Preparing technical reports, performance summaries, presentations, and other management reports.
• Performing other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus four years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

• Bachelor's degree and at least five years of experience in heavy-duty fleet maintenance, preferably in a public transit, municipal, commercial fleet, or similar large-fleet environment.
• Experience using vehicle management, maintenance management, telematics, or other fleet-related software systems.
• Experience supporting vehicle procurement, production inspections, vehicle acceptance, or manufacturer quality control activities.
• Experience with contract administration, budget monitoring, purchasing, invoice review, and tracking fleet-related expenditures.
• Experience developing, implementing, or supporting fleet Quality Assurance and Quality Control programs.
• Experience collecting, analyzing, and reporting fleet maintenance and performance data using databases, spreadsheets, and other analytical tools, including Microsoft Excel.
• Strong organizational, time management, and project management skills, with the ability to coordinate multiple projects, prioritize competing tasks, and meet established deadlines.
• Ability to identify operational and maintenance issues, analyze available information, and develop practical recommendations to improve fleet reliability, safety, efficiency, and availability.
• Familiarity with federal, state, and local regulations, industry standards, and best practices applicable to heavy-duty vehicle and public transit fleet maintenance.
