Emergency Management Drill and Exercise Planner

Idaho National Laboratory is hiring an Emergency Management Drill and Exercise Planner to work in our Emergency Management organization. You will report to the Inl BEA Emergency Management Manager. Our team works a 9x80 schedule located out of our Idaho Falls facility with every other Friday off.

You will serve as the Emergency Management organization's primary subject matter expert (SME), for Drill and Exercise development. You will administer, configure, develop, integrate, maintain, test, and continuously improve current drill and exercise processes that support emergency preparedness, response, recovery, and continuity operations in accordance to HSEEP (Homeland Security Exercise and Evaluation Program) standards and protocols.

You will translate Emergency Management operational requirements into effective technical solutions and work with internal organizations and the U.S. Department of Energy (DOE) to ensure the BEA Drill and Exersise program is inline with DOE Emergency Management requirements.

Responsibilities from Manager:

• Planning (annual and 5 year) and coordinating the scheduling of drills and exercises
• Distributing and updating the schedule monthly
• Reviewing drill packages prior to management signature
• Reviewing drill reports prior to submittal to the CA/Labway system
• Developing and preparing drill packages
• Establishing exercise scope and objectives
• Determining requirements for and coordinating player, controller, evaluator, and observer personnel
• Developing scenarios
• Developing and preparing exercise packages
• Conducting preparation activities
• Preparing drill and exercise reports
• Coordinates with EM facility planners to ensure consistency in the development and conduct of drills
• Chairs the exercise development team, scenario development team, and controller and evaluator team.
  

Required Minimum Qualifications:

• Bachelor's degree in Emergency Management, Law Enforcement, Fire or a related field and 5 years of related professional experience or a Masters degree and 2 years of related professional experience .
• This position requires the ability to obtain and maintain a Department of Energy "Q" clearance, which requires US Citizenship.

Preferred Experience:

• Advanced hands-on experience administering and developing DOE Nuclear Facility Drills and Exercise programs
• Experience integrating Large Scale Exercises to include private and industry Incident Command System (ICS) programs
• Experience with current INL/BEA emergency response capabilities, including FEMA, ICS and HSEEP processes
• Experience administering or supporting programmatic processes within DOE, another federal organization, a national laboratory, critical infrastructure, nuclear operations, or another complex/high-reliability operating environment
• Experience using a wide variety of technology development tools (Microsoft, WebEOC & AI Applications)
• Homeland Security Exercise and Evaluation Program course K/L0146

Physical Requirements:

While performing the duties of this classification, the employee is frequently required to stand, walk, sit, stoop, kneel, bend, and work in an office and field/laboratory environment. The job requires hand/finger dexterity to keyboard or type, handle materials, manipulate tools, and reach with hands and arms. The job requires operation of job-related equipment and driving a vehicle. The employee must occasionally lift and/or move up to 25 pounds without assistance. Sufficient visual acuity and hearing capacity to perform the essential functions and interact with the public is required. Job Information:

• The pay range for this position is Level 3 ($79,344 - $162,732). At Idaho National Laboratory compensation decisions are determined using factors such as education, relevant experience, and other credentials.
• TDP: This is a testing designated position; you will be required to submit to a pre-employment drug screen and periodic drug testing throughout the term of your employment.
